- Description
- The 911th Airlift Wing, Pittsburgh IAP ARS, Coraopolis, PA 15108 intends to issue an Request for Proposal (RFP), This is a firm fixed-price contract to provide for all labor, transportation, materials, tools, equipment and supervision necessary to Repair Roof, Communications, B405 Project JLSS 16-0014. Building 411(CAT CODE: 211152) is currently being used as the C-130 engine shop facility. As the 911th prepares for C-17 mission transiontion, current buildings are being repurposed and new facilities are being provided. The need for a single Aircrew Flight Equipment (AFE) facility has been identified. Currently, AFE operations take place in four different buildings; 129, 320, 408, and 419.Building 129 has AFE offices for superintendent and supervisors, mobility section, and training equipment storage. This building will be renovated and used for C-17 flight simulator. Portion of building 320 is currently being used as aircrew chemical warfare storage and maintenance, the building will be occupied by Boeing personnel and to house benchstock parts for C-17 flight simulator. Building 408 currently serves the flight line operations personnel, parachutes, flotation, and sewing. Building 408 is planned to be demolished and space will serve as a parking lot to support conversion of surrounding buildings. Building 419 is currently used for NVG, oxygen, and helmet storage and inspection. The building will be renovated and used for C-17 operations. Building 411 has been identified as the best available option to be renovated and converted to AFE faciltiy, allowing all related operations to be performed in a single building. The estimated cost range is between $1,000,000 and $5,000,000. The NAICS code is 236220. The applicable size standard is $36.5 million. Request for Proposal, FA6712-18-R-0004 will be available o/a 31 May 18. Proposal closing date will be o/a 2 July 2018. This action is being set-aside for competition restricted to Woman Owned Small Business firms IAW FAR Subpart 19.14 and 52.219-27. Performance period is 278 calendar days after receipt of Notice to Proceed. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after the closing date with no obligation to the offeror by the government. Note: Interested offerors must be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/. Interested offerors are required to submit their representations and certifications on-line using SAM. Offerors must be a certified Woman Owned Small Business firm at the time of the proposal closing date. The solicitation and associated plans and specifications will be available from the FBO website o/a 31 May 2018.
