Description
The former Kansas Army Ammunition Plant (KSAAP) is located in Labette County, Kansas, approximately 20 miles north of the Oklahoma state line and 30 miles west of the Missouri state line, near the town of Parsons. The 1200 Area (formerly the Casing Rework Area) refers to approximately 49 acres in the south-central portion of KSAAP. Chromium contamination at the site resulted from casing rework of 105-millimeter (mm) cartridges, which started in Building 1206 in 1953. Part of this rework process involved cleaning the casings with a chromic acid solution, the first such reported use of this chemical in the 1200 Area. At present, the site is mostly grasslands, with five brick and block buildings, a system of engineered drainage ditches and a settling pond at the southeastern end of the site (Pond #1). Building 1206 is one of 5 brick buildings in the 1200 Area. Building 1206 housed the casing rework of the 105-mm cartridges. As a result of the rework process the chromic acid penetrated portions of the building's slab and into the sub-slab soils. The slab is concrete and hexavalent chromium contamination has been found a few inches into the slab. The sub-slab soils are also contaminated with hexavalent chromium. The tasks involved will include shoring of and safety from a deteriorating brick wall, removal of a portion of the concrete slab, excavation of hexavalent chromium sub-slab soils, and backfill/restoration of the concrete slab. Cleanup Criteria - The 1200 Area soil clean-up criteria for non-residential use are presented in the Final Corrective Measures Decision (CMD) (EPA, 2006). Hexavalent chromium is expected to be the only contaminant exceeding the clean-up criteria at the 1200 Area. The actual solicitation will be issued on or about 15-May-2018. This solicitation will be set aside for eligible small business concerns registered under NAICS 562910 - Environmental Remediation Services (ERS). The subsequent contract will be awarded as a construction contract. The magnitude of this construction contract is estimated between $1,000,000 and $5,000,000.. Proposal Evaluation: The Government is utilizing the procedures in FAR 15.3 "Source Selection" under competitive negotiated proceedings to select the proposals that represent the best value to the Government. The trade-off process inherent in best value source selection allows the government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror, per FAR 15.101. Consequently, all evaluation factors that may affect the contract award and their relative importance will be clearly stated in the solicitation. ****It should be noted that the Former Kansas Army Ammunition Plant is a BRAC facility. As such a preference for local, small, and small disadvantaged businesses will be a part of the evaluation process.**** Offerors: Please be advised of on-line registration requirement in the System for Award Management (SAM) database http://www.sam.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications.
