- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: R SUBJECT: Purchase of Rethink Robotics Sawyer SDK collaborative robot SOLICITATION NUMBER: NB735130-18-02522 CONTACT POINTS: BRIAN JAMIESON, Contracts Specialist (301) 975-8276; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Rethink Robotics Inc., for a Sawyer SDK collaborative robot, and extended warranty for up to three total years. ***** Sole source determination is based on the Performance of Collaborative Robot Systems project requires one Rethink Robotics Sawyer SDK collaborative robot to serve as part of a measurement science testbed evaluating the performance of industrial robot systems in human-robot collaborative teams. Our testbed already has a Rethink Robotics Baxter collaborative robot platform, and, as such, we already have hardened software, test methods, and interfaces developed for the Rethink Robotics interface. Additionally, research partners already use the Sawyer SDK collaborative platform for human-robot interaction, so the procurement of this platform is necessary for technology transfer. Purchasing a robot from a different manufacturer would require additional training to learn the robot's functions, new software to be written, and extensive testing to verify and validate code functionality, the time required for which would be detrimental to NIST research goals. Similarly, purchasing a robot from Rethink Robotics other than the Sawyer SDK platform would not meet primary performance requirements, as we require the ability to customize the interaction with human operators while maintaining basic lift capacity and repeatability performance. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.Jamieson@nist.gov.
