Description
The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, on behalf of Product Director (PD) Aerostats, intends to solicit a competitive, full and open indefinite delivery indefinite quantity (IDIQ) contract with an ordering ceiling of $978.9M with a guaranteed minimum of $2.5M that will be met through the first delivery/task order. This procurement is for Persistent Surveillance Systems - Tethered (PSS-T) engineering/technical, logistics, and flight operations services for requirements in the contiguous United States and outside of the contiguous United States. The Contractor shall support the PSS-T aerostat family of systems (PSS-T FoS) which consists of up to 58 Army prepositioned stock (APS) PSS-T systems (29 PSS-T Large and 29 PSS-T Medium), and up to 54 non-APS systems, including Persistent Threat Detection System (PTDS), Persistent Ground Surveillance System (PGSS), and PGSS towers. The required services shall support operations 24 hours a day/seven (7) days a week. The PSS-T FoS provides persistent, integrated, networked, and multi-sensor information collection by operating for long periods of time at an altitude to maximize line of sight and field of regard. The PSS-T FoS is capable of detecting hostile fire, providing target coordinates to appropriate command and control/fire control centers, and marking ground targets for rapid engagement. The PSS-T FoS provides weather-dependent, continuous support throughout the joint operational area, directly enhancing the commander's situational understanding. The anticipated effort is intended to be a five (5) year firm-fixed-price (FFP), cost-plus-fixed-fee (CPFF), and cost-no fee IDIQ contract.
