- NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to solicit services for project management, content development, public service announcements, mobile device application, and continued evaluation of the program for Navy Alcohol and Drug Abuse Prevention (NADAP) Office Prescription for Discharge Campaign. The primary place of performance will be the contractor facility. The contractor will furnish all equipment necessary in the performance of this instant requirement. The Government will provide location for focus groups and seating as needed. The contractor shall provide coordination among multiple Navy organization to perform services in executing the Prescription for Discharge campaign to include project management, content development, public service announcements, mobile device application and continued evaluation of the program. The contractor must have working knowledge of Substance Abuse Prevention programs and program research involving young adults combined with a strong focus on creative communications and marketing. The contractor shall meet the requirements of a National Agency Check with Inquiries (NACI) in order to have access on to US Naval Installations at CONUS locations. Travel may be required from the contractors location to Navy installations in Norfolk, Pacific Northwest, San Diego, Pearl Harbor, and Millington aboard Navy ships and other sites in CONUS as needed. It is the Government ™s intention to process this procurement as a competitive 100% Small Business Set-Aside. It is the Government ™s intention to issue a Firm Fixed Price Purchase Order in accordance with FAR 13.5 (SAP-CI) procedures. The period of performance is expected to be one year from date of award with four (4) 12-month option periods. The applicable NAICS code is 541820 and size standard is $15 million. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO Website: http://www.neco.navy.mil. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The solicitation will be posted on or about 20 June 2018. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments that may be issued. The Government will not pay for the information received. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
