Description

THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Long Beach VA Health Care System (LBVAHCS):) has a requirement for Natural Gas Piping Correction. The intent of the procurement is to award a firm-fixed price construction contract. The Statement of Work (SOW) defines the effort required for the completion of work. Long Beach VA Health Care System (LBVAHCS):) Facilities Management Service Department requires a contractor to provide all labor, materials, tools, equipment, qualified supervision, engineering, and services to repair and/or replace current leaking gas valves and piping, to include pressure regulator. Earthquake and stop valves have recently been replaced. Work will be performed at the following VA facility: Long Beach VA Health Care System (LBVAHCS): 5901 East 7th Street Long Beach, CA 90822 The applicable NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. Small Business manufacturers for this NAICS code have a size standard of $15M.   The resulting contract will be a firm fixed construction contract. The term of the contract is intended to be 120 calendar days after Notice to Proceed, with no options included. The anticipated Range of Magnitude for this project, in accordance with VAAR 836.204 is projected to be: Between $250,000 and $500,000. It is anticipated that a Request for Proposals will be issued in March, 2018. Award of a firm fixed price contract is contemplated in April, 2018. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Businesses (SB) capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: company name and address, point of contact with phone number, and DUNS number; documentation relating to capability of performance of residential renovation projects (including references); intentions of subcontracting program to include set-asides; proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; documentation on company s bonding capacity and limitations; and any other pertinent company documentation. The response date to this Sources Sought notice is 28 February 2018 at 16:00 AZ time. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
