Description
Purpose: The purpose of the FBO Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth KS intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contract Emergency Residential Services (CERS) for the catchment area of the Poplar Bluff, Missouri Veterans Medical Center. Objectives/Milestones: The goal of the HCHV program is to end homelessness for our Nations Veterans that are located within the Poplar Bluff, MO surrounding counties and within the metropolitan area. The intent of this contract is to engage a community provider to offer homeless Veterans services through the program. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve up to twenty-five (25) homeless male and female Veterans in need of immediate placement in a safe environment with onsite supportive services. Through the HCHV program, the VA provides outreach/case management services to Veterans and facilitates their access to a broad range of medical, mental, health, and rehabilitative services under 38 U.S.C. 2032, in conjunction with work therapy under 38 U.S.C. 1718. Emergency housing is a transitional environment that provides a form of supportive atmosphere to Veteran s who suffer from many physiological illness, medical and/or Substance Abuse Disorders (SUD). The overall goal is for the Contracted vendor with the assistance of the HCHV program to end homelessness, by having a community-based, residential environment that provides sufficient therapeutic services to meet the needs of those Veterans. The VA anticipates issuing a solicitation for this requirement on or about April 25, 2018 with a closing date for proposals on or about May 24, 2018. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The Solicitation will be published under the NAICS Code is 624221 with a small business size standard of $11M. Based on the Contracting Officers completed Market Research report IAW Far Part 10, the procurement will be solicited as unrestrictive, full and open competition and be awarded to multiple vendors to meet the Governments needs for HCHV CERS to house twenty-two (22) Veterans per day for Poplar Bluff surrounding area. Based on each Veterans assessment and admission criteria. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (www.sam.gov) and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award.
