Description
PURSUANT TO FAR 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the government is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry on its ability to provide a non-developmental, Commercial Off The Shelf (COTS), or modified COTS (depending on the extent of modifications required) video camera sub-systems for the Navy T-45C jet trainer aircraft. The SCMS Division is to provide approximately 275 video camera sub-systems for the Navy T-45C jet trainer aircraft. These video camera subsystems will be mounted in the forward aircraft cockpit to video both the information on the HUD and the forward outside view of the aircraft, replacing an existing subsystem that is no longer supported. The video from the camera subsystem will be sent to the Mission Display Processor (MDP), and then to the Digital Data Set (DDS) for recording. Video will also be sent from the Mission Display Processor to the copilot/instructor in the rear seat for display, as required. The video camera subsystem is to provide quantity two (2) analog, color composite video signals in RS-170A format (the use of a digital camera with a conversion to RS-170A format is acceptable). The SCMS Division will be the lead integrator for the HUD video camera subsystem and will fabricate the mechanical housings for the circuit boards and the mount for the video camera. The circuit boards and video cameras will be delivered to SCMS for integration (into the housings) and testing prior to delivery to the fleet for installation in the aircraft. SCMS has completed a preliminary design of the housings and the mount to meet the space constraints of the aircraft cockpit. This design consists of a Camera Electronics Unit (CEU) assembly and a Video Sensor Head (VSH) assembly. The CEU contains the video processor/distribution circuit board. The VSH contains the video camera and, if required, a support circuit board. (The VSH drawing in Appendix A shows the legacy camera and a camera shell for general reference purposes; these are to be replaced with a new, smaller video camera.) The video camera subsystem will utilize the existing cables between the CEU and the aircraft, and between the CEU and VSH. The electrical power provided to the video camera subsystem will be 28 VDC. Power will be provided to the CEU, which will then provide the appropriate voltage(s) to the VSH. The video camera subsystem does not require a power on/off switch; power will be on when the aircraft primary power is operational. A fixed focal length lens on the camera (non-zoom) is preferred due to its increased reliability. The camera focal length shall be oriented toward capture of the information on the HUD; capture of objects in front of the aircraft is a secondary feature. The desired camera field of view is 16 degrees vertical and 21 degrees horizontal. The camera must be able to accurately capture HUD information in bright daylight and in night time darkness. The VSH assembly is mounted on top of the pilot's instrument panel, directly in front of the HUD. This places the VSH directly in the pilot's line of sight. Minimizing the size of the VSH assembly is a high priority. The CEU is mounted in the nose of the aircraft, accessed by a maintenance panel. Since the T-45C is a training aircraft, the video capture of the information on the HUD is considered a mission critical capability for training purposes. As a result, the video camera subsystem must meet all the stringent environmental requirements associated with aircraft carrier operations. RESPONSES Requested Information Section 1 of the response shall provide administrative information, and shall include the following as a minimum: • Organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact. • Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business). Section 2 of the response shall provide technical information, and shall include the following as a minimum: • Interested parties shall respond with existing capabilities or products that meet all or a subset of the aforementioned attributes. Reponses that include discussion of potential tradeoffs or alternative solutions is encouraged. • Respondents should provide a detailed description of the following characteristics of their solution in their submission: 1. Specifications of candidate video cameras, and any associated circuit boards, for use in the VSH. 2. List of military aircraft, or military systems, that have used this video camera. 3. List of military environmental tests and the specific test procedures performed on the camera, including electromagnetic tests. 4. Brief description of the modifications required to the video camera to integrate it with the VSH. 5. Quantity of video cameras that can be delivered in a 3-month period. 6. Identify any existing contracts to the Federal government that could be used to purchase the candidate video camera and any associated circuit board. 7. Anticipated end of sale and end of support dates for the video camera. 8. Candidate video processing circuit board for use in the CEU. 9. List of military aircraft, or military systems, that have used this video processing circuit board. 10. List of military environmental tests and the specific test procedures performed on the video processing circuit board, including electromagnetic tests. 11. Brief description of the modifications required to the video processing circuit board to integrate it with the CEU. 12. Quantity of video processing circuit boards that can be delivered in a 3-month period. 13. Identify any existing contracts to the Federal government that could be used to purchase the candidate video processing circuit board. 14. Anticipated end of sale and end of support dates for the video processing circuit board. • If applicable and able, respondents shall include a list of Department of Defense (DoD), Department of Justice (DoJ) or Department of Homeland Security (DoHS) programs of record that currently employ their solution. It would be helpful if a sponsor POC for each program, with email address and phone number could be identified. • The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided and marked as PRICE DATA. • Respondents should include a list of authorized distributors and repair centers for each piece of equipment identified as a candidate to meet these requirements. ADDITIONAL INFORMATION In response to this RFI, respondents shall submit written responses, not-to-exceed twenty (20) pages in length via electronic mail. Product specification, sketches, or listings of authorized distributors will not count toward the page limitation. The Government is interested in identification of long lead items(s), sub-systems(s), or systems(s). The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All information received in response to the RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided in no way binds the government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.
