- Request for Information for NAICS codes 541715, Research & Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology; and/or 51380, Testing Laboratories. Statement of Objectives for Spectrum Program. The program is responsible for delivering a material database system that contains surface reflectance spectra, bi-directional reflectance distribution functions, thermal and electromagnetic properties of materials. The performance objectives for measurement and modeling is to support the collection and sustainment of measurement of data and the development and validation of models and algorithms used to characterize the composition of materials.
