- In accordance with FAR 5.301, the award notice for this action is hereby synopsized on the Federal Business Opportunities Page On May 17, 2018 the Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics (OPAL), Technology Acquisition Center (TAC) located at 23 Christopher Way, Eatontown, New Jersey 07724, awarded a single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract 36C10B18D5000 to Cerner Government Services, Inc., 10200 Abilities Way, Kansas City, KS 66111 on a firm-fixed price (FFP) basis for procurement of the Electronic Health Record (EHR) solution currently being deployed by the Department of Defense (DoD) to provide seamless care for all Veterans and qualified beneficiaries. This award is being made in fulfillment of the Determination and Findings (D&F) document signed by the Secretary of Veterans Affairs on June 1, 2017, pursuant to 41 U.S.C. § 3304(a)(7), as implemented in Federal Acquisition Regulation (FAR) 6.302-7 and 1.7, and Veterans Affairs Acquisition Regulation (VAAR) 806.302-7, authorizing a direct award to Cerner Corporation, or any properly formed subsidiary of Cerner, for the acquisition of the EHR system. A single common EHR system across DoD and VA will facilitate delivery of service members health care and benefits between the agencies. This is especially critical when personnel may need immediate access to medical care as a result of their military service. This acquisition shall include the acquisition of the EHR system being deployed by the DoD and related services for deployment and transition across the VA enterprise in a manner that meets the needs of VA. The Contract shall provide a total EHR solution including the following: program management, an enterprise-wide EHR system, change management, training, testing, deployment services, sustainment and other solutions encompassing the entire range of EHR requirements, to include, but not be limited to, hosting, software, and hardware incidental to the solution. The total ordering period will be ten years, consisting of a 5-year base ordering period, and one 5-year optional ordering period. The total ceiling price of the contract is $9,996,557,385.06. The Minimum guarantee is $1,000,000.00. The total amount obligated at award for the initial task orders is $229,848,428.52, as identified below. To satisfy the minimum guarantee, the TAC awarded FFP Task Order 36C10B18N0001 under IDIQ Contract 36C10B18D5000 for Project Management, Planning, Strategy and Pre-Initial Operating Capability (IOC) Build for the VA Electronic Health Record Modernization (EHRM) solution. These services include project management, Functional Management, Technical Management, enterprise design and build activities as well as pre-IOC infrastructure build and testing. The period of performance will consist of a 12-month base period and a 12-month option period. The total value of Task Order 0001 Project Management is $162,959,036.47, with $116,017,538.02 being obligated at time of award. Additionally, the TAC awarded FFP Task Order 36C10B18N0002 under IDIQ Contract 36C10B18D5000 for site assessment activities for the Veterans Integrated Service Network (VISN) 20 IOC Sites. The Contractor shall also conduct a comprehensive current-state assessment of the sites to inform site-specific implementation activities. Moreover, the Contractor shall conclude the work via a current-state leadership debrief to inform leadership of the IOC sites findings, and to scope the work associated with site implementation in a separate task order(s) (TOs). The period of performance will be three months from date of award. The total value of Task Order 0002 Site Assessments is $4,586,627.50, with $4,586,627.50 being obligated at time of award. Additionally, the TAC awarded FFP Task Order 36C10B18N0003 under IDIQ Contract 36C10B18D5000 for Hosting services. These services include operational management services, to include hosting, for the EHRM applications, application services, and all supporting EHRM data. The period of performance will consist of a 12-month base period, and three 12-month option periods. The total value of Task Order 0003 Hosting is $392,545,518.12, with $109,244,263.00 being obligated at time of award.
