Description
Market Survey for Mississippi Valley Division (MVD) Mississippi Rivers and Tributaries (MR&T) Program This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The Government will not pay for any information provided as a result of this market survey. The U.S. Army Corps of Engineers, Mississippi Valley Division, of behalf of the Memphis, Vicksburg and New Orleans Districts, is conducting research to determine the capabilities of potential contractors to support the Mississippi Rivers and Tributaries (MR&T) Program. Each district will award one (1) MATOC, a total of three (3) MATOCs, to accomplish the MR&T Program utilizing Other Heavy and Civil Engineering Construction, NAICS 237990. The Small Business Size Standard for this requirement is $36.5 million. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a) participants, Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB) and Women Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. All small businesses are highly encouraged to participate. ________________________________________________________________ Memphis District (MVM) MATOC MVM is seeking qualified, experienced sources capable of performing the construction of various types of stone navigation structures to include all types of dikes, chevrons, bendway weirs, hardpoints, and other river training structures. This work will be performed primarily along the Mississippi River levee system within the geographic bounds of the Memphis District, but may include other levee systems within the Memphis District, and/or similar levee systems within the Mississippi Valley Division (particularly the Vicksburg or New Orleans District). Additional work may include placement of stone fill and longitudinal peaked stone toe protection in specified areas such as dike fields, revetments, and other locations along top bank of the river and riprap bank paving to include bank clearing, grading and excavation. Individual Task Orders will be issued throughout the life of the contract designating the locations and types of work that will be performed. Typical construction task orders may include levee embankment repairs, road gravel surfacing, channel bank riprap armoring, culvert installation/replacement and maintenance of existing projects. The work on each task order will consist of furnishing all plant, labor and materials for the work to be performed. Specific items of work may include, but not be limited to: clearing, stripping, grubbing; debris disposal; borrow pit development and excavation, channel excavation, stockpiling of material, processing of fill material for moisture control, embankment construction, compaction; placement of geo-textile, gravel surfacing, bedding material, riprap (grouted and un-grouted); culvert installation/replacement; establishment of turf and any incidental related work according to the base MATOC specifications and supplemental specifications & plans for each individual Task Order. The general types of equipment that will be required to complete the majority of stone placement work may include but are not limited to mechanical draglines mounted on floating plant similar to Bucyrus Erie 88B model, larger hydraulic excavators such as Caterpillar 385 or Liebherr 994 models, spud barges with adequate spud lengths for various placement depths, smaller hydraulic excavators for land-based work, off-road trucks, or other equipment as may be required for accomplishing the work. The MATOC ordering period will be five (5) years. The total contract capacity will not exceed $150M. The estimated minimum size of a task order is $ 1.5 Million. The estimated maximum size of a task order is $12 million with the average size task order being $4 Million. Firms must have ability to perform up to two task orders simultaneously. Upon award to the initial MATOC pool, individual task orders will be competitively issued to MATOC holders, through designating the locations and types of work that will be performed on each task order. Vicksburg District (MVK) MATOC MVK is seeking qualified, experienced sources capable of performing large levee enlargements on the Mississippi River Levee Project. Contractors will be required to furnish all plant, labor, materials, and equipment for performing construction of compacted, semi-compacted, and uncompacted embankments for levee and berm construction utilizing Government furnished riverside or landside borrow areas and installation of relief wells along the toe of the levee. This work will be performed primarily along the Mississippi River levee system within the geographic bounds of the Vicksburg District, but may include other levee systems within the Vicksburg District, and/or similar levee systems within the Mississippi Valley Division (particularly the Memphis or New Orleans District). Additional work would include clearing and grubbing, ditching, furnishing and installing culverts and cattle guards, construction of drainage structures in borrow areas, establishment of turf, and crushed stone or asphalt paving on the levee crown. The MATOC ordering period will be five (5) years. The total contract capacity will not exceed $125M. The estimated minimum size of a task order is $ 1Million. The estimated maximum size of a task order is $10 million with the average size task order being $2 Million. Firms must have the ability to perform up to two task orders simultaneously. Upon award to the initial MATOC pool, individual task orders will be competitively issued to MATOC holders, through designating the locations and types of work that will be performed on each task order. New Orleans District (MVN) MATOC MVN is seeking qualified, experienced sources capable of performing the construction of various types of earthen levee embankment enlargement and repair, seepage berm construction, seepage cut-off construction, or installation of relief wells. This work will be performed primarily along the Mississippi River levee system within the geographic bounds of the New Orleans District, but may include other levee systems within the New Orleans District, and/or similar levee systems within the Mississippi Valley Division (particularly the Memphis or Vicksburg District). The work shall include; required clearing and grubbing, placing geotextile material, placing and compacting of earthen fill to the lines and grades required, moisture and density control of placed earthen fill, construction of sheet pile or slurry seepage cut-off features, installation of groundwater relief wells to specified depth below ground surface, collecting and analyzing soil boring data to establish location of well screens, placing well screens, stems, and filter packs, caps, covers, seals, etc., grouting groundwater wells as required, providing drainage as shown on plan drawings, developing and cleaning ground water wells, establishing turf grass over the work area, and construction of crushed stone access roadways and ramps, miscellaneous reinforced concrete work as shown on plan drawings. The work shall also include flood wall construction, which generally consists of a new temporary access road, ramps, temporary retaining structure, structural excavation and backfill, steel pipe, or concrete piling, reinforced concrete floodwall construction, storm drainage utilities, and other incidental work. The work will include furnishing all plant, materials, equipment, labor, and supervision, to complete the work as described. The MATOC ordering period will be five (5) years. The total contract capacity will not exceed $215 M. The estimated minimum size of a task order is $ 1Million. The estimated maximum size of a task order is $15 million with the average size task order being $2 Million. Firms must have ability to perform up to two task orders simultaneously. Upon award to the initial MATOC pool, individual task orders will be competitively issued to MATOC holders, through designating the locations and types of work that will be performed on each task order. ________________________________________________________________ If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The responses received to this notice will provide the basis for determining industry capability and the set-aside category to be used. Therefore, it is critical that firms interested in the opportunity to support this program complete and return the attached survey. Firms are cautioned to carefully consider whether they possess the requisite capability, capacity, experience and financial/bonding capacity to perform multiple projects at multiple locations simultaneously. To be considered, surveys must be received by 1400 C.S.T. on 15 June 2018.
