- This is a Special Notice for a SOLE-SOURCE contract that the U. S. Department of Transportation (DOT) plans to award to a company named National Office Systems (NOS), for needed work on the shelving in the library in DOT's Headquarters Building located at 1200 New Jersey Avenue, S. E., Washington, D. C. 20590. The DOT Library's current shelving is an Aisle-Saver/Burroughs product. The needed work on it will include removing the shelving's existing electronic motor and replacing it with manual handles. It would be impractical and too costly for DOT to scrap the existing shelving system-because that would include a purchase of a whole new un-needed system, and a payment for extra hours of labor to un-pack, inventory, and label all material from the existing shelving as well as closing the DOT Library for the duration of that entire time-consuming process. Replacement with new electronic parts would, unnecessarily, almost double the cost of the project. Because the current shelving is a Burroughs product, and because the needed continued existence of the Burroughs warranty, on DOT's Library shelving, requires that any repair-work, such as the kind here envisioned by DOT, be performed by a factory with authorized installers, DOT must award the needed shelving contract to a Burroughs-authorized dealer. In the Washington, D. C. metropolitan area, NOS is the only vendor recognized and authorized by the manufacturer, Burroughs, to repair the manufacturer's furniture (such as DOT's Library shelving). While in Virginia Beach and possibly elsewhere there are other Burroughs-authorized vendors that could perform the shelving work needed by DOT, the staff-members of those other firms would have to commute to D. C. for the DOT job in question-which would almost certainly drive up the job-prices of those other Burroughs-authorized companies to a level that would not be competitive with NOS. Moreover, NOS was the original installation company for DOT's existing Library shelving, and so NOS's familiarity with the DOT shelving-layout would be a second factor which would almost certainly prevent any other Burroughs-authorized company from matching NOS's price for the shelving-job needed by DOT. Nevertheless, any Burroughs-authorized company, other than NOS, which believes that it could compete successfully with NOS on pricing for the shelving-work needed by DOT, may, not later than 11:59 PM Eastern Daylight Time June 6, 2018, e-mail-to james.mowery@dot.gov, and to Laverne.Ivey@dot.gov, and to Maria.Rivero@dot.gov--an expression of interest and a Statement of Qualifications and a tentative price for the shelving-work contemplated by DOT.
