Description
MDEWC RFI Multi-Domain Electronic Warfare Capabilities Request for Information April 2018 Contact: United States (U.S.) Army Research, Development and Engineering Command (RDECOM) Communications-Electronics Research, Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD). Synopsis: I2WD is seeking information from academia and industry, regarding research and development efforts for Electronic Warfare (EW) solutions that will support TRADOC's Multi-Domain Battle (MDB) concept. (Reference: http://www.tradoc.army.mil/multidomainbattle/docs/MDB_Evolutionfor21st.pdf) Knowledge of these efforts are of significant interest for identifying future EW capabilities, and will help provide information on technology options that address threat-based capability gaps to meet EW requirements for the 2025-2030 timeframe in support of the multi-service Future Vertical Lift (FVL) and Future Tactical Unmanned Arial Systems (FTUAS) Family of Systems (FoS). Disclaimer: This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a pre-solicitation RFI and I2WD is currently conducting market research only. No award is intended as a result of this synopsis. The Government will not reimburse costs incurred by Respondent in response to this RFI, or for participating in information exchange regarding details of the RFI. Due Date: 30 days after release of this RFI. Pending a review of the responses, the quality of submission and the level of specification of the information provided, the Government intends to down-select responses and may conduct follow up discussions (if needed) with Respondents. Please note however, the Government is under no obligation to conduct these follow-up Q&A sessions. Description: U.S. forces are likely to confront peer and near-peer states. Militaries of these states will employ numerous multi-sensor Intelligence, Surveillance and Reconnaissance assets and units enabled by highly integrated communications networks. This capability, along with rapid adoption of precision-guided munitions will restrict US Joint Force's Freedom of maneuver and action. The result is that U.S. Joint forces will no longer be assured continuous superiority in any domain. The intent of this RFI is to solicit information from industry that can help address how Electronic Warfare can be used across Army aviation to aid in creating seams in enemy defenses where none exist, and keep these physical and virtual holes open for tactically and operationally significant periods of time. This will help define and scope the EW strategy for current and future manned rotary wing and unmanned air platforms in a MDB environment. Requested Information: Responses provided shall address, but not be limited to the following topics: • Specify Electronic Attack, EW Support, Direction Finding, Geolocation technologies across RF, UV and/or IR spectrums. • How the specific technology could be employed on rotorcraft and or specified (UAS) Payloads for Class III or smaller UAS is ideal; however, advanced payloads for larger aircraft will be considered. • Given the proposed technology, please include your thoughts on how it would be tactically employed to include launching the aircraft all the way through Mission Completion. • Communicate the significance and uniqueness that the technology adds to the overall Multi-Domain EW battle strategy. • Current maturity and estimated timeline to reach Technology Readiness Level 6 (TRL6). • Estimate a Specific Size, Weight and Power (SWaP) for the technology and a projection if a SWaP reduction might occur once the technology or system is mature for installation. • Address how collected information will be communicated and disseminated to other platforms and/or users. Responses MUST contain at minimum the following information: • A one page summary of the party's experience with the component technology; • A clear and concise description of the technical concept; • Definition of problem(s) being addressed (i.e. Detection and Geolocation of Future Threats; Offensive Electronic attack on specific targets, etc.); • A concept drawing detailing an overview of how the technology fits into the MDBC concept; • Specification of current TRL including justification and evidence for maturity assessment; • Include SWaP VALUES for the technology. These can be ESTIMATED for the technology but MUST be included. INCLUDE all necessary system components such as power supplies, computer processing boards, etc. For "algorithm/software only" technologies list the SWAP of a representative type system needed to support the technology; and • A projected technology roadmap per current and/or sample funding plan to achieve a fielded capability by 2025. This helps shape the future I2WD R&D funding efforts for EW payload development: o Be sure to specify which parts of the plan is currently funded vs. which parts are not funded. o Cost estimates, ROMs and information regarding funding amounts are NOT required for this RFI. All compliant submissions will be evaluated, however advanced concepts that include modular and open-architecture solutions are highly preferred. Responses may include solutions developed for other services. Responses may also include solutions for other applications (i.e. ground systems), but must show transferability to an aircraft environment. Solutions already fielded by any service should not be submitted. Additionally, technologies lower than TRL2 should not be submitted for this RFI. Submission Requirements: All assumptions, including any assumed government support, shall be clearly identified. Multiple submissions for different component technologies will be accepted. All documents shall be portion marked accordingly. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions that allows for government, SETA support contractors, and contracted (UARC)/(FFRDC) personnel to review (submitted material will not be returned). Submissions shall include the email address and phone number for a technical point of contact for conducting possible follow up discussions. All emailed questions and RFI responses shall contain the subject line: Multi-Domain Electronic Warfare Capabilities RFI. Responses are required in soft copy Adobe.pdf format. Documents shall not exceed 10 (ten) pages in length - excluding title page and table of contents. • Unclassified responses must be submitted to: usarmy.apg.rdecom-cerdec.mbx.i2wd-ewags-mdewc-rfi-1@mail.mil. • Classified responses shall be submitted via SIPRNet to: usarmy.apg.rdecom-cerdec.mbx.i2wd-ewags-mdewc-rfi-1@mail.smil.mil.If you do not have access to SIPRNet, request mailing instructions for a hard copy through the unclassified email address. Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DOD program should be classified in accordance with the applicable Security Classification Guide (SCG). Please include a copy of the SCG with the submission. Only U.S. citizens are authorized to respond to this RFI.   • Questions and requests for clarification of information must be submitted to: usarmy.apg.rdecom-cerdec.mbx.i2wd-ewags-mdewc-rfi-1@mail.mil no later than 10 days after release of this RFI. Requests must be submitted only to the email address specified above. Any other forms of request for additional information will not be honored.
