1630J4-18-R-00004 Amendment No. 4 Revised Attachment J-1, Price Details Template 1630J4-18-R-00004 Amendment No. 4 Questions And Answers (Set 2 of 2) 1630J4-18-R-00004 Amendment No. 4 Revised Solicitation The purpose of this amendment #4 is to: 1) Provide the attached Questions and Answers "Q&A's" (Set 2 of 2) 2) Provide the revised Attachment J-1 (Price Detail Template) 3) Rescind Government Response for Question #3 in Q&A's (Set 1 of 2). See Question #16 in Q&A's (Set 2 of 2) 4) The receipt date for proposals (June 7, 2018) remains unchanged. he purpose of this amendment is to: 1) Provide the attached Questions and Answers (Set 1 of 2) 2) Revise Solicitation Sections (See Revised Solicitation) 3) Extend receipt date for proposals to June 7, 2018 (2:00 PM EST). On or about May 1, 2018, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal (RFP) for the continued operation of the New Haven Job Corps center located at 455 Wintergreen Ave, New Haven, CT 06515. These services are being solicited as 100 ­PERCENT SMALL BUSINESS SET ASIDE. It is anticipated that the resultant contract will have a 2-year base period, plus three (3) governmental unilateral renewal options for one (1) year each. The anticipated start date is November 1, 2018. A Pre­proposal Conference and Site Visit will be scheduled at the New Haven Job Corps center. The Pre­proposal Conference and Site Visit shall be held on May 2, 2018 at 10:00 AM. local time. The Center is located at 455 Wintergreen Ave, New Haven, CT 06515. It is recommended that potential Offerors download the RFP from the website: http://www.fbo.gov prior to attending the pre-proposal conference and site visit. While attendees may submit written questions during the conference and/or site tour, no questions concerning the RFP will be answered at the conference. While all questions and resultant answers will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging, transportation, and meals are the responsibility of attendees. Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps was originally established by the Economic Opportunity Act of 1964; current authorization for the program is the Workforce Innovation and Opportunity Act (WIOA) of 2014. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The contractor shall provide material, services, and all necessary personnel to operate a Job Corps center (Center). The Contractor shall provide enrolled youth, meeting Job Corps' eligibility or admission requirements, with a comprehensive range of career development services leading to employment and long­term attachment to the workforce. The contractor shall operate the aforementioned Job Corps center, which includes provision of academic, career technical, career success skills, and career development training, and related support services, for a PLANNED OBS total of 157 students consisting of 70 residential male students, 62 residential female students, 10 nonresidential male students, and 15 nonresidential female students. The contractor shall operate residential quarters (housing) and services to all students as applicable. Outreach and Admissions services and Post Center Career Transition Services ARE part of this contract.
