- Statement of Work to RFI MR-2662-968940 Modular Furniture Questions to RFI MR-2662-968940 The Jet Propulsion Laboratory (JPL) is an operating division of the California Institute of Technology (Caltech), staffed with Caltech employees, and is a Federally Funded Research and Development Center (FFRDC) under the sponsorship of the National Aeronautics and Space Administration (NASA). As a member of the NASA family JPL is recognized as the agency's only FFRDC. JPL seeks potential contractors to provide services related to the Move, Installation, and Refurbishment for Modular Furniture Office Amenities and Move Services at JPL in Pasadena, California. BACKGROUND JPL currently has a subcontract that provides services related to the move, installation, and refurbishment of modular furniture office amenities and move services to support its 6,200 employees. This subcontract will reach its tenth year on April 30, 2019. To ensure that JPL continues to receive quality products and services, and competitive prices the subcontract requirements will be competed for a potential ten (10) year engagement. To help JPL understand the competitive environment, we invite firms that are or may be interested in competing for this opportunity to respond to this RFI by informing JPL of your company's interest and to comment, question, or recommend on the areas elaborated below. Please note that this RFI is not complete in terms of requirements but rather is used to assist JPL in refining requirements to maximize competition. The potential subcontract calls for project management, on-site personnel, vehicles, facilities, equipment, expendables, maintenance, utilities, and the necessary systems and procedures required to warehouse, design, order and install Knoll Modular furniture, including electrical connections and office amenities at the JPL Oak Grove and Woodbury facilities in Pasadena, California. The goal of this requirement is essential to the constant movement of the employees throughout the Laboratory. ANTICIPATED MANDATORY QUALIFICATION CRITERIA All interested parties and prospective bidders must show evidence of meeting the following Mandatory Qualification Criteria: 1. Proposer, as well as, any lower-tier subcontractor, shall have a current Experience Modification Rate (EMR) no greater than 0.99 percent. 2. Proposers shall have continuously performed, for the past three (3) years, the management of work under storage, inventory reporting, and installation of modular furniture for a company with on or about 6,200 people and an inventory with at least 53,000 various components including, but not limited to, panels, hardware, work surfaces, electrical components for both Panel System and Executive Furniture. 3. Proposers shall have continuously performed for the past three (3) years refurbishment services on Knoll Equity Office Furniture. RECOMPETE TIMELINE Below is an estimated preliminary schedule that is subject to change: RFI to Industry: May 2018 Comments from Industry: May/June 2018 RFP Anticipated Release: Summer 2018 RESPONSE DUE All responses to the RFI are due no later than June 13, 2018.
