(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-18-T-0112. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 effective 24 January 2018. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Sequential Wave Dispersive X-Ray Flurescence Spectrometer with water to water refrigerated water recirculating system, QTY 1 unit CLIN 0002 Three (3) or four (4) Kilowatt (kW) Rhodium (Rh) target X-Ray tube, QTY 1 unit CLIN 0003 Sample Preparation and Measurement Supplies, QTY 1 unit CLIN 0004 Two (2) Year Warranty, QTY 1 lot CLIN 0005 Instrument Software, QTY 1 unit CLIN 0006 Two day on site Installation and application training, QTY 1 lot CLIN 0007 In depth Training Course and Technical Assistance, QTY 1 lot. CLIN 0008 Shipping (vi) Description of requirements: The Contractor shall provide the following: 1. One (1) Sequential Wave Dispersive X-Ray Fluorescence Spectrometer with water-to-water cooling system with the following specifications and accessories: a. Power of the intended instrument location requires the instrument to operate with 208 volts (V) (plus or minus 10%), single phase, 60 Hertz (Hz) and 40 amps electrical power. b. The power of the intended instrument location requires the water chiller to operate with 208V (plus or minus 10%), single phase, 20 amps. c. Tools to troubleshoot any errors or malfunction of the instrument. d. Vacuum (solid samples) and gas flushing system (liquid samples) for the analysis of solid and liquid samples. e. The instrument requires an optical encoder controlled goniometer based on high precision gear with separate theta and 2-theta stepper motors for automatic instrument adjustment. Digital control, electronic gearing and temperature stabilizer of spectrometer cabinet (internal air conditioning, +/- 0.05°C) makes the spectrometer insensitive to temperature changes. f. Two (2) detectors (proportional flow counter and scintillation counter) in order to maximize the intensity of light elements. g. Sample carousel or tray must be able to hold 50 samples or more and be able to measure all samples without interruption to replace samples. h. Automatic mask changer to adjust sample size and maximize the intensity with three (3) collimator masks with ranging diameter sizes. i. Four (4) position collimator changer and four (4) collimators: 0.23°, 0.46°, 1°, 2°, installed. j. Method to collect areal maps of chemistry with an x-ray spot size of 300 microns using the Wavelength Dispersive X-ray Fluorenscense (WDXRF) method (optional, not required). k. Eight (8) positions on the analyzer for analyzer crystals listed below. i. One (1) Lithium fluoride (LiF) 200 (measures potassium to uranium) ii. One (1) Pentaerythritol (PET) (measures aluminum to chlorine) iii. Crystal(s) to measure light elements which must include: boron, oxygen, nitrogen, carbon, magnesium, sodium l. Eight (8) potential sample sizes to enable measuring all possible quantities of material. m. Semi-quantitative measurement technique. i. Complete set of reference samples to measure all elements from boron down to uranium. ii. Standardless analysis software. n. Full quantitive measurement capability using home-made standards including required software. o. Fully radiation protected system which produces less than 1 micro Sievert per hour (µSv/h) to the surroundings. 2. One (1), three (3) or four (4) kilowatt (kW) Rhodium (Rh) target X-Ray tube with the following specifications: a. Able to achieve power levels of 20 - 60 kV (kilovolts) and 5 - 170 mA (milliamps). b. High voltage (HV) precision of +/- 0.00005 per percent of main power supply variation. c. 75 micron (µm) beryllium window. d. Two (2) year warranty with replacement. e. Methods to protect the x-ray tube from contamination. 3. Sample preparation and measurement supplies. Must include sample cells for a variety of sample types to include powders, fragments, pellets or disks, and liquids including the following specifications below: a. One (1) type of sample cell must be able to accommodate a small amount (less than 1 gram) of loose powder. b. If powder samples are to be pressed into a cup or chamber, must provide a device to produce the pellet or disk. c. If the sample cells are disposable, the contractor must include 100 sample cells. d. If samples cells are reusable, the contractor must include six (6) of each type. For example, six (6) cells for solid samples, six (6) cells for one (1) cubic centimeter (cm³) of powder, six (6) cells for several cubic centimeters (cm³) of powder, six (6) cells for liquid samples. 4. Two (2) year warranty to include parts, labor and preventative maintenance. 5. A computer to operate the instrument is NOT requested in the offeror's bids. Instead, a computer and printer will be supplied by the Army Research Laboratory (ARL). All software required to run the instrument must be installed during the initial install on the instrument, on-site. The ARL supplied computer shall not have access to the internet nor any DOD networks. The specifications for the ARL supplied computer are as follows: a. OptiPlex 5050 SFF XCTO (210-AKJE) i. Eight (8) GigaBytes (GB) (2x4GB), 2400 megahertz (MHz), DDR4 Memory (370-ADJQ) ii. AMD Radeon R5 430, 2GB, (DP/SL-DVI-I) (490-BDIP) iii. 3.5" 500GB 7200rpm SATA HDD (400-ANPL) iv. OptiPlex 5050 SFF with 180W up to 92% efficient Power Supply (80Plus Platinum) (329-BDIM) v. Microsoft Office (658-BCSB) vi. Win 10 Pro 64 English, French, Spanish (619-AHKN) 6. Installation and application training lasting at least two (2) days on site. 7. In depth training course and technical assistance to make calibration standards on site or at manufacturers location. 8. Security Requirements of contractors as specified: a. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. b. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. (vii) Delivery is to be twelve (12) weeks after date of award. Delivery shall be made to U.S. Army Research Laboratory, Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Aberdeen Proving Ground, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Lowest Price Technically Acceptable (LPTA). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The Contracting Officer determines that past performance need not be evaluated because the supply being purchased is of a low complexity that past performance information would not make a substantial difference. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer if not completed within their SAM record. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
