- This is Only a Presolicitation Notice. A forthcoming solicitation will include information on how to obtain all relevant documentation. All responsible sources may submit a proposal to be considered by the Agency when the solicitation is posted. This is NOT a request for proposal. Please do not submit a proposal in response to this Presolicitation Notice. The United States Section of the International Boundary and Water Commission (USIBWC) plans to issue a design-build solicitation (negotiated) for the purpose of repairing and rehabilitating an approximately half (0.5) mile segment of floodplain (Vado West Floodplain) to prevent erosion of the floodplain and levee system. The floodplain is an area of environmental mitigation for previous work done on the East levee, directly opposite of this project site. The limits of the project are as follows in degrees, minutes, and seconds: Begin Project:32°06'12.76"N106°39'38.61"Welevation 3823 feet End Project:32°05'51.17"N106°39'24.04"Welevation 3820 feet The Design-Builder shall be qualified to perform the following tasks for the first phase (Design) of the project: 1.Site investigation 2.Site surveying 3.Any required geotechnical investigations, modeling, or testing. 4.Production of construction documents 5.Production of all project reports 6.Coordination with stakeholders 7.Coordination with USIBWC Environmental Division The Design-Builder shall be qualified to perform the following task for the second phase (Construction) of the project: 1.Site preparation 2.Construction - Access ramps and excavations 3.Construction of barrier to maintain floodplain and prevent erosion 4.Excavation of islands for backfill material 5.Harvesting of Willows from Islands 6.Transplanting Willows onto floodplain 7.Disposal of debris and construction waste 8.Quality control testing 9.Reestablishment of roadways and embankments The magnitude of the project is estimated between $1,000,000 and $5,000,000. The work is located in Doña Ana County, New Mexico. A site visit date will be listed in the solicitation. The work will be performed under NAICS Code 237990. The contract will be firm-fixed price. The work within the river channel shall be conducted during the non-irrigation season, which typically runs from mid-October to the beginning of February. Only work that does not impact on the river's ability to deliver irrigation water (i.e. staging, construction, restoration of berms, fences, grounds, vegetation, etc.) may continue into the irrigation season. All work shall be completed within five hundred forty five (545) calendar days after the Notice to Proceed. Three sixty five (365) calendar days are allotted for Construction. The time for replanting vegetation is included in the five hundred and forty five (545) calendar days. The time stated for completion shall include final cleanup of the premises. The solicitation, plans, and specifications are expected to be posted on or about June 18, 2018 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by June 18, 2018 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency. This requirement shall be solicited using Two-Phase Design-Build Selection Procedures in accordance with Federal Acquisition Regulations (FAR) SUBPART 36.3.
