- This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Exhaust Fan Cleaning for the Bath VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Janine Childs at Janine.Childs@va.gov. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Statement of Work: Background: This is a requirement for a firm fixed-price purchase order for the labor, tools, equipment and materials necessary to completely clean exhaust hoods, vents and duct cleaning services in buildings 35 and 24 for the Bath VA Medical Center, 76 Veteran Ave, Bath NY, 14810. Period of performance shall be from July 1, 2018 June 30, 2019 with a provision of four (4) options years. Service: All work on this contract shall be performed 2nd shift after all kitchen areas are closed. Building 24 shall be done after 7:30 pm and the Canteen area after 3:30 pm. Scope of Work: Vendor shall provide all labor, tools, equipment and materials necessary to completely clean with approved methods in the following areas described below: Specifications: Building Number 35 - Canteen 1st Floor: Steam clean and degrease the following: One (1) exhaust ductwork system associated with exhaust fan. One (1) exhaust fan (outside wall mounted). Powers wash all associated filters. Clean grease trap located under filters. Apply Sheila shine product or equal to exterior surfaces of the exhaust hood systems. Affix appropriate stickers to all hoods with date completed. Building Number 24 - Dining Facility: Steam clean and degrease the following: Four (3) exhaust fans (catwalk area above ceiling). Four (3) kitchen exhaust hoods. Four (3) kitchen exhaust hoods supply vents. All associated kitchen exhaust hood filters. Apply Sheila shine product or equal to exterior surfaces of the exhaust hood systems. Affix appropriate stickers to all hoods with date completed. Cleaning Requirements: Cleaning services shall include: all interior fan surfaces, hood interiors, ductwork interiors, enclosed sprinkler systems and all in line devices including turning vanes and volume dampers. Systems shall be cleaned using a combination of steam cleaning, power washing and hand cleaning. Cleaning is to include all interior items on the system from the roof or wall outlet. This will include all fan surfaces, fan housings, hood interiors, duct interiors, turning vanes, enclosed sprinkler system and all dampers Contractor Qualifications: Project to be supervised by NADCA certified personnel (EPA, ASHRAE, BOMA and AFE recognized national Air Duct Cleaners Association (NADCA), Certification level Air Systems Cleaning Specialist (ASCS). All cleaning shall be in done in accordance with NFPA CODE 96 Standard for Ventilation Control and Fire Protection of Commercial Cooling Operations, chapter 11.4. In the event conditions are discovered during the cleaning process that may affect HVAC performance, operation or occupant safety, the contractor shall notify the COR via a conditions found report. All safety inspections shall be made in accordance with the latest revised edition of the National Fire Protection Agency (NFPA) 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations. The contractor shall give the Contracting Officer s Representative (COR) not less than 3 weeks notice of intent to perform the work. The performance of work will be scheduled at an agreed upon time by the contactor, VA department manager, and the COR. Contractor Furnished Items and Responsibilities: The Contractor shall furnish all supplies, equipment, facilities and services required to perform the service under this contract. The Contractor shall perform all work in accordance with this Statement of Work. Contracting Officer Representative: The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the resulting contract.
