Sources Sought Template (Request for Interested Manufacturers) FROM: Kimberly Urzua/AN/ALQ-161A Program Manager/408 th SCMS TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO POST TITLE: Request for Interested Manufacturers NSN 5865-01-256-2544; Receiver, Countermeasure R-2251/ALQ-161A-Band 4-8 Receiver Assembly SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Band 4-8 Receiver Assembly, NSN 5865-01-256-2544, PN 435019. ITEM DESCRIPTION: The Band 4-8 Receiver Assembly is part of the AN/ALQ-161A Electronic Countermeasures System onboard the B1-B Aircraft used by the Air Force Global Strike Command (AFGSC). The AN/ALQ-161A is used to control receivers and jamming transmitters that provide Electronic Countermeasures (ECM) against enemy fire control radar systems and their associated missiles. The system covers all sectors (forward, left and right) of the aircraft on Bands 4, 5, 6, 7 & 8 of the Radar Frequency Spectrum. This item provides the primary radio frequency (RF) signal detection for the AN/ALQ-161A system. The signals received are used for both the initial detection of RF emitters, and for tracking of emitter pulses that are under constant surveillance. The receiver can also vary the threshold sensitivity of the emitter pulses on a pulse-to-pulse basis. This enables the system to receive pulses and, at the same time, perform jamming operations. IMPEDIMENT TO COMPETITION: The original equipment manufacturer for this item was Eaton Corporation - AIL Division (CAGE 00752) and is now owned by EDO LLC, a wholly owned subsidiary of Harris Corporation. EDO LLC uses CAGE 00752 for their Antenna Production Division and uses CAGE 82340 for their Defense Systems Division. The Defense Systems Division maintains this item's configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, EDO LLC is the only known source with adequate knowledge of the Band 4-8 Receiver Assembly performance requirements and possesses the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to EDO LLC for the manufacture of the Band 4-8 Receiver Assembly in support of the B-1B aircraft's AN/ALQ-161A system.
