This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is W912JB18Q0041 and is being issued as a request for quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2001-27. 4. This is a 100% Small Business set aside. The NAICS is 561110 and the small business size standard is $7,500,000. The MIARNG Recruiting and Retention Battalion (RRB) requires instructional development training support services to maintain properly trained and equipped units. The functional support provided by the contractor allows RRB personnel to focus on their recruiting and retention duties. Please see the attached Performance Work Statement and Quality Assurance Surveillance Plan for exact requirements. 6. This requirement is firm fixed price. Pricing must be a fixed price for the entire 12 months of the contract. Contract Period is 1 year with 2 option years. The total evaluate price shall be the sum of the base and all options. The anticipated POP is from 1 July 2018 to 30 June 2019 7. Offers are due at 12:00 pm, ET on 30 May 2018. Email quotes to olayemi.o.olatunji.mil@mail.mil. Questions are due by 12:00 pm ET, 29 May 2018, and must be submitted via email. Questions will not be answered via telephone. Questions that occur after the cut off but are significant to the synopsis/solicitation may be accepted and discussed with vendors who have submitted a quote 8. Quotes should include price, technical approach. Technical approach shall not be a mere "copy and paste" of the PWS or Performance Requirement Summary. Technical Approach should include a narrative of how the PWS and Performance Requirements will be planned and executed along with quality assurance measurements. Offers that are a mere duplication of the PWS and Performance Requirements may be disqualified from evaluation at the discretion of the contracting Officer. Offers will be evaluated based on the Lowest Price, Technically Acceptable offer. Technical will be rated as Acceptable or Unacceptable. Offers that have negative Rating in PPIRS and/or FAPPIS within the last three years from the closing date of RFQ may be excluded from the evaluation process at the discretion of the Contracting Officer. Quotes submitted shall be valid for 60 days. 9. The following provisions and clauses are applicable to this solicitation: a. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See attached addenda for quote instructions. b. Offers should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See addenda. c. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. See addenda. d. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
