- Sources Sought PDF Piping Upgrade Project SOURCES SOUGHT SYNOPSIS Solicitation # 47PH0918N0001 The General Services Administration, Public Buildings Service, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support and provide management, engineering, design, materials, labor, tools, equipment and supervision necessary to provide Design/Build Services to replace commercial plumbing at the George H. Mahon - Lubbock and San Antonio Federal Building’s Texas. The requirement contemplated herein encompass approximately 313k aggregate square feet of floor area. Design/Build services for Piping Upgrade will include the creation of construction documents by the contractors licensed Architect or Engineer Project Manager (A/E) to perform the demolition and construction activities as described in the Scope of Work (when available). The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220 Plumbing Contractor with an associated small business size standard of $15 Million. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. GSA is pursuing to identify the best qualified proponent to provide programming, comprehensive assessments of existing systems, and design and construction services to ensure continuing high levels of service and optimal value for money. Cured-In-Place-Piping is the preferred method of rehabilitation; however GSA understands this may not be the best or applicable approach in all situations. GSA seeks innovative design, materials, and construction techniques to implement best approach and methodology in regards to construction effort, time, initial cost savings, and life-cycle costs that will be beneficial to the government. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information on company letterhead: (1) DUNS number, (2) small business type (if any), (3) A capability statement supporting claims of organizational and staff capability to perform Design/Build services for similar projects. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. GSA requests that potential sources only submit the minimum information necessary and no more than two (2) pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 3:00 PM (CDT) June 12, 2018.
