- Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential businesses especially any Small Businesses and SDVOSB offerors capable of providing Mobile Cardiac Outpatient Telemetry Devices as listed in the attached Statement of Need. These are for the VA Medical Center in Lebanon, PA 17042. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include the following information: Business name, address, Point of Contact, Service Disabled Veteran Owned Small Business info and if they are an authorized distributor of the items. All information is to be submitted via e-mail at Ronald.Kline@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 pm (EST) on Monday, June 4, 2018. No submissions will be accepted after this date and time. Questions can be submitted electronically to at Ronald.Kline@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. STATEMENT OF WORK (SOW) Lebanon VA Medical Center Title of Project: Ambulatory ECG Event Monitoring System Scope of Work: The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. Contractor shall provide portable Event/ECG Monitors to Veterans upon Physician s order. Event Monitors shall transmit data wirelessly utilizing encryption and data shall be monitored by Contractor provided Certified Monitoring Technicians. Contractor shall provide a summarized report in a HIPAA compliant web based online venue and/or by fax for interpretation by the ordering VAMC Physician. Ordering VAMC Physician shall be alerted by telephone for all severe cardiac events as determined by the VAMC Physician. Cost incurred shall be per Veteran placed on monitoring. Background: The Lebanon VA Medical Center (LVAMC) has a need for the capability to monitor patients per for ECG cardiac events. This monitoring will require the use of Portable Event/ECG Monitors. Patients are given monitors to take home or mailed to them for periods of up to 30 days. These monitors record ECG events and transmit them to a location to be monitored for possible clinical or life threatening indications. Reports are then generated at the end of the prescribed period and provided to the ordering Physician for review. Current monitoring equipment is becoming unserviceable and outdated. Performance Period: The Government is requesting a one (1) year contract. July 1, 2018 June 30, 2019 Type of Contract: Firm Fixed Price Contracting Officer Representative: Delivery shall be coordinated with the designated Contracting Officer Representative (COR). General Requirement The Lebanon VA Medical Center has a need for the availability of Event/ECG monitors. Monitors shall: Be comprised of sensor, monitor and base. Be portable for patient mobility. Have an algorithm programed in the monitor to recognize rhythms for atrial fibrillation, tachycardia, bradycardia, and asystole. Transmit data wirelessly through the use of encryption. Have the ability to allow patients to notify monitoring technicians of symptoms through the use of a touch screen on the monitor. Have up to 30 days of continuous monitoring storage. Have 100% sensitivity and 100% specificity in detecting Afib > 30 seconds duration. Replaced within 2 business days as they are utilized and shipped back by patients. Vendor shall provide the event/ECG Monitors directly to the Veteran. Transmitted data from the Event/ECG Monitors shall: Be monitored by a Certified Monitoring Technician. Kept on a secure, SSL, and HIPAA compliant server. Assessed daily following VAMC provided criteria. Available for daily viewing by VAMC staff within 24 hrs of events by online/web based venue. Be utilized to provide a summary of all events to VAMC staff once the monitor is returned to the vendor. For urgent/emergent events the Monitoring Technician shall: Alert the Lebanon VAMC on call Cardiologist immediately by telephone. Immediately fax a report of the event to the Lebanon VAMC on call Cardiologist. Contractor shall provide patients with additional supplies during the monitoring period at no additional cost. Supplies include batteries, straps, and electrodes. Contractor shall be accredited by The Joint Commission. Cost incurred shall be per Veteran placed on monitoring. Delivery: Contractor shall begin delivery of Event/ECG monitors within 45 days of contract award directly to Veterans upon receipt of Physicians order DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation.
