Description of Supplies/Services Required to Meet the Agency s Needs: Unarmed Security Guard Service - 17847 estimated hours per hour. The following locations are Monday through Friday 7:30am to 4:00pm (no federal holidays): Charlotte Hall Road 29449 Charlotte Hall Road, Charlotte Hall, Maryland 20622 Charlotte Hall (Trailer), 29449 Charlotte Hall Road, Charlotte Hall, Maryland 20622 Prince George CBOC, 5801 Allentown Road, Suitland, Maryland 20745 Chesapeake Southeast CBOC 820 Chesapeake Street SE, Washington DC 20032 The following locations are Monday through Friday 6:00am - 2:00pm (no federal holidays): DC VAMC 50 Irving Street, NW, Washington, DC 20422 The following locations are Monday through Friday 5:00am -1:00pm (no federal holidays) Reliever at DC VAMC 50 Irving Street, NW, Washington, DC 20422 The following locations are Monday through Friday: DC VAMC 50 Irving Street, NW, Washington, DC 20422 (Employee Parking Garage) DC VAMC 50 Irving Street, NW, Washington, DC 20422 (Fisher House Parking Lot) Armed Force Retirement Home 3700 North Capital Street NW, Washington DC 20011 (Employee Parking Garage) Montgomery County CBOC 15810 Gaither Drive Suite 120 and Suite 130, Gaithersburg, Maryland 20877 The following locations are 24 hours a day/ 7 days a week: Community Resource Referral Center 1500 Franklin Street NE, Washington, DC 20017 Statutory Authority Permitting Other than Full and Open Competition: ( x) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): A long term procurement is ongoing but the current contract expired on 5/26/2018. Given the lack of time available to procure services competitively, obtain back ground checks, PIV card and training for on contract personnel services are awarded to the incumbent without competition to avoid a break in services while a long term contract is competively awarded. A competitive award would cause an unacceptable delay. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A long term competitive procurement is currently unway. Long term effort will replace this short term sole source acquisition. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Cost are expected to be fair and reasonable based on the following: Comparison to IGCE Comparison to past pricing Comparison to awards with other contractors at other medical centers for same services. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: For the long term procurement market research is being conducted to include sources sought and VIP search. Any Other Facts Supporting the Use of Other than Full and Open Competition: NA Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: A competitive procurement is currently ongoing.
