Description

The Government intends to execute the Option to Extend Services contract clause to continue the Technical Advisory and Support Services (TA2S) Task Order (TO) FA2517-12-D-9001-0015 by up to six months, extending the Period of Performance (PoP) through 30 November 2018. This modification will extend the Firm-Fixed-Price (FFP) labor and Cost Reimbursable (C/R) travel and establish pricing for this TO and is a logical follow-on action, not a bridging contract action. This is a modification to the current TO supporting N&NC Joint Resources and Readiness Division, J/74 with Joint Training Program Support. These performance based Advisory and Assistance (A&AS) Services provide support for N&NC on policy, plans, procedures, actions, and milestones necessary for efficient conduct of joint training, implementation of the Joint Lessons Learned Program, and advice on the four Phases of the Chairman of the Joint Chiefs of Staff (CJCS) Joint Training System (JTS): Requirements, Plans, Execution, and Assessment. Non-personal services include support of N&NC/J74 joint training missions to include technical expertise to the Joint Lessons Learned Program's program of record, the Joint Lessons Learned Information Systems, the four (4) Phases of the CJCS JTS, development and execution of a comprehensive, organization-wide Joint Training Program, and development, execution, and efficient conduct of comprehensive individual and collective training, and scenario and exercise development. This requirement extends TO FA2517-12-D-9001-0015 previously competed on TA2S and awarded to S4, Inc. on 12 September 2014 with performance currently ending on 31 May 2018. The Indefinite Delivery Indefinite Quantity (IDIQ) contract included the clause FAR 52.217-8 Option to Extend Services tailored to specify its applicability to all TOs issued under the IDIQ. This extension of services was not priced in the original TO at the time of award anticipating that should extension become necessary, a Fair Opportunity Exception would be executed to support the modification under the clause. Now it is apparent that extension is necessary as a logical follow-on to continue services through 30 November 2018 allowing N&NC to complete planned in-sourcing actions described in section (4) below. Approval of this Fair Opportunity Exception will allow a modification to add an Option Period for six months extending the TO through 30 November 2018 using FAR 52.217-8 Option to Extend Services. The current estimated price of the TO prior to the extension is $6,886,011.00 including all Firm-Fixed-Price (FFP) labor, and Cost Reimbursable (C/R) travel. The modification will add Labor Contract Line Item Numbers (CLINs) 4002, 4007, and 4008 respectively estimated at current rates to be priced at $110,199.33 per month, $19,191.66 per month, and $19,702.40 per month. Simultaneously, C/R Travel CLINS 4003 and 4009 will be added estimated at $37,500.00 and $11,900.00 respectively. Total estimated increase to the TO with this modification is $943,960.34 to be executed with Fiscal Year 2018 Air Force 3400 Operations and Maintenance Funds, and DoD 0100 Operations and Maintenance Funds.
