Description
This is a COMBINED SYNOPSIS/SOLICITATION NOTICE for Camp Cots Responses to this Combined Synopsis/Solicitation must be in writing and submitted on the attached Request for Quotation. This acquisition implements a 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). The NAICS Code is 337124; size standard is 750 employees. Responses to this notice shall include the following: (a) company name    b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code   (g) Tax ID Number (h) and must    provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described within the Request For Quotation.       Camp Cots Brand Name or Equal (Bushtec Adventure USA) See Requirements/Specifications below.   The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 5:00 pm EST on June 6, 2018. STATEMENT OF WORK (SOW) Lounge Bed Cots 632-18-3-358-0111 Northport VA Medical Center, Northport NY (632) Emergency Management (001) Associate Director s Office Introduction and Overview This project is to expand and replace existing shelter in place cots which were an emergency purchase during Super Storm Sandy. On Long Island there are an average of three SIP activations per year due to severe weather (Blizzards, Nor easters, Hurricanes). These activations mandate clinical and mission essential staff to sleep at the Medical Center. The estimated number of staff mandated during each activation is between 100 - 150, this includes Clinicians, Leadership, NFS, EMS and Engineering Staff. The cots offer a clean, safe spot for each rotation or shift to sleep onsite. This ensures continuity of patient care and operations. After each Shelter in Place activation there is a Hot Wash, AAR and Improvement Plan (IP). Current recommendations for improvement (RFIs) include new and additional cots. The current inventory has decrease due to damage and continued use and cleaning. In addition to cots the Medical Center provides disposable linen packs, toiletry kits. Each year we build on the process to ensure the Medical Center meets the required VHA OEM capabilities for Shelter In Place Background During an emergency, the probability that staff responsibilities will change is high. As new risks develop along with changing conditions, staff will need to adapt their roles to meet new demands on their ability to care for patients. If staff cannot anticipate how they will be accommodated during shelter in place operations in an emergency, the likelihood that the Medical Center will not sustain itself increases. Scope of Work Purchase of 200 cots to the requirements listed below. Objectives The primary objective for procurement of 200 cots to shelter in place mission essential staff during activation of the emergency operations plan. The second objective would be to ensure the cots are sturdy for multiple uses over periods of years.
