- The United States Coast Guard announces its intent to enter into a contract on a sole-source basis in accordance with FAR 8.405-6 (a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The anticipated period of performance will be one (1) twelve (12) month base period. The anticipated start date of the period of performance will be August 1, 2018. The selected contractor must be able to provide support services immediately at the beginning of the period of performance. The primary place of performance under this task order shall be the Contractor's facilities and USCG facilities located at 1 Chelsea St. New London, CT 06320. The proposed contractor is: Metron, Inc. 1818 Library Street, Suite 600 Reston, VA 20190 The anticipated award to Metron, Inc. is to procure Coast Guard Maritime Operational Effectiveness Simulation (CGMOES), Version 3.0 Analysis Support in resolving software and/or data issues, concerns, and problems found during the use of the CGMOES 3.0 by the Government. Based on dialogue between the USCG and Department of Homeland Security (DHS), the Research and Development Center (RDC) Modeling & Simulation Center of Expertise (MSCOE) is preparing for additional studies using CGMOES 3.0 in the 2018 - 2019 timeframe to examine different force structure options. Assistance is required to help identify and troubleshoot any emerging problems with the model software and provide insight into the operation of the model in the event government operators run into difficulty while using CGMOES. The United States Coast Guard is aware of no organization, other than Metron, Inc., that can provide the support services required. The SOW requirements can only be fulfilled by a contractor with a strong background in the Naval Simulation System (NSS) and the Coast Guard Maritime Operational Effectiveness Simulation 3.0 (CGMOES 3.0), including successful development, operation, and training delivery. Due to significant architecture and software differences, experience with previous versions of CGMOES does not meet this requirement. However, any organization (other than Metron, Inc.) who believes that it is capable of providing support services for CGMOES Version 3.0 shall e-mail a capability statement to Leslie.A.Kenser@uscg.mil and Ryan.W.Shaughnessy@uscg.mil no later than 4:00 PM EST June 6, 2018. In one page, please describe your company's experience in the following: • Developing NSS and CGMOES 3.0 software, where "Developing" is defined as the process of conceiving, specifying, designing, programming, documenting, testing, and bug fixing involved in creating and maintaining NSS and CGMOES 3.0. • Operating NSS and CGMOES 3.0, where "Operating" is defined as the process of using the capabilities of the specified software tool to create information products that answer business questions. This includes the creation and execution of scenarios and studies within the NSS and the CGMOES 3.0 software. • Developing training materials and instructing people in the use and operations of the NSS and the CGMOES 3.0 software. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
