RFQ VA248-18-Q-0873 Page 2 of 8 Combined Synopsis Solicitation The U.S. Department of Veterans Affairs (VA) requires Lease Acquisition Services in Puerto Rico. The following information MUST BE PROVIDED on the cover page of your quote: RFQ Number Company Name Tax Identification Number (TIN) Dun & Bradstreet Number (D-U-N-S) Complete Business Mailing Address Authorized Negotiator and Contract Representative(s) Phone Number, Fax number, and Email address The government intends to award a contract as a result of this RFQ that will include the terms and conditions set forth herein. Submission: Offers shall be submitted in ELECTRONIC QUOTES to Mayra.Rosa@va.gov and Catherine.Donovan@va.gov and ensure the RFQ number is on the subject line. Also vendors are required to follow up receipt of email with a call to 813-972-2000 ext 5078. The submission shall include a table of content (TOC) with page numbers. All pages must be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer. Delivery: All Prospective Offerors should electronically submit their quotes no later than June 7th, 2018 at 3:00p.m. (EST). The Government will not provide any reimbursement for the cost of developing, presenting or delivering quotations in response to this RFQ. Late offers will not be accepted; the Offerors should ensure delivery and receipt by the due date and time. Preference: The combined synopsis solicitation will use a tiered or cascading order of precedence tiered evaluation of offers also known as cascading evaluation of offers is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. Upon submittal of quote, SAM (System for Award Management registration must be in active status and Reps and Certs (formerly known as ORCA) must be completed and current. Offerors claiming status as a Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) shall be certified by the VIP at the time the offer is submitted. Contractors appearing on the Excluded Parties List System are not eligible for award. An objection to any of the terms and conditions of this solicitation will constitute a deficiency, which will deem the quote unacceptable. Award will be made based under the Comparative Evaluation process that meets or exceeds the technical acceptability standards established in the Performance Work Statement factors. Award of this contract may be made without discussions so offerors should ensure that the quote represent their best offer, in terms of price, quality and completeness of offers. Clarifications: Offerors should submit all technical questions regarding this solicitation to the Contracting Specialist in writing within 2 days of solicitation posting. Questions received after 2 calendar days may not be considered. Verbal questions will not be addressed. Questions send electronically must have the RFQ number in the subject line. Only those responses to questions which may affect offers will be incorporated into a written amendment to the solicitation. Each quote will be evaluated with respect to Technical and Price. An offeror s failure to provide the information specified in this solicitation provision in its quote shall result in that quote not being considered by the Government. 1 Page 1 of 8 General Real Property Service Puerto Rico Lease Acquisition Services Performance Work Statement Page 2 of 35 The U.S. Department of Veterans Affairs (VA) requires Lease Acquisition Services in Puerto Rico. The services requested are 1) participating in a project orientation with the Project Manager (PM), Contracting Officer (CO) and other Government personnel; 2) analyzing and surveying the market, creating and issuing an FBO advertisement and newspaper advertisement; 3) notifying local Veteran Service Organizations and local Government officials of lease requirement; 4) conducting a market survey for the properties that respond to the advertisement and meet the criteria, and preparing a market survey report; 5) planning and executing an Industry Day Event in Puerto Rico; and 6) ensuring that offerors understand the Request Lease Proposal (RLP) submittal process and forms utilized by the Government to submit a proposal and lease space to the Government The Contractor shall conduct these tasks in accordance with applicable regulations and guidance of which will be pay as a flat fee. This project falls within the following size category: Lease Sizes Small less than 30,000 NUSF X Medium between 30,000 NUSF and 100,000 NUSF Large over 100,000 NUSF Regulations, Processes, and Procedures The General Services Administration (GSA) Manual (GSAM) Part 570 includes the GSA regulations applicable to leasing, and VA s Lease-Based Outpatient Clinic Design Guide (Design Guide) includes regulations and guidance on VA-specific leasing processes and procedures. Propose buildings to the CO that meet the requirements and provide training documents to assist offerors in understanding the forms and process of RLP Additional detail on Services: Kick-off Meeting: The Contractor shall schedule a Kickoff Meeting with the CO and Government Personnel within five (5) days of contract award. The purpose of the meeting is to discuss roles, responsibilities, project schedule, the contractor s market analysis, procurement strategy, and initial project objectives or special requirements. The Contractor shall submit the market and baseline project schedule to the PM three (3) days prior to the Kickoff Meeting. The CO will lead the meeting in cooperation with the Contractor. The Contractor shall prepare and disseminate an agenda 24 hours prior to the Kickoff Meeting. Project Schedule: The Contractor will collaborate with the CO to develop and maintain a project schedule based (milestone plan) and modify as necessary. Advertising: The CO will provide a list of local Veteran s Service Organizations and local government officials for the Contractor to contact providing them with the advertisement and notification of the Industry Day. The Contractor shall prepare a draft newspaper advertisement and present to the CO for approval prior to publicizing. If there is an inadequate response the CO may direct the Contractor to draft additional advertisements in another source and/or to engage in communications with local real estate offices. Simultaneously the contractor shall be coordinating the Industry Day Event. The Contractor shall prepare a list of all buildings and sites that respond to the advertisement. The list will identify (x) the buildings submitted that do not meet, and cannot meet VA s advertised minimum criteria, and (y) the buildings and sites that do meet VA s minimum advertised criteria. In addition to this list, the Contractor will provide a recommendation to the CO on which buildings and sites should be toured. All buildings and sites that could be made to meet the minimum requirements will be included in the market survey. The contractor shall ensure the building propose are not in the tsunami zone area and outside the 100-year flood plain. Market Survey: The Contractor will make necessary arrangements for the market survey and shall arrive at the project location prior to the project team and conduct a pre-market survey to physically inspect each property as appropriate to determine if it can meet the requirements of the RLP. The Contractor shall then brief the PM and CO prior to the formal tour with the local user group/VA representatives. Other potential invitees include space planners, engineers (including fire protection engineers), and architects. The Contractor shall take necessary actions to prevent the potential offerors from learning procurement-sensitive information from the materials provided to the market survey team by the Contractor. Any information released to one potential offeror must be released to all potential offerors at the same time. During the market survey, the Contractor may only discuss with potential offerors the offered property and its potential to meet the requirements of the RLP. Discussions with property owners or their representatives may not include information about other properties being surveyed or other aspects of the procurement any time prior to award. The Contractor shall submit to the PM and CO the following: A DRAFT Market Survey Report utilizing GSA forms. Required 5 business days after market tour. A FINAL Market Survey Report. Required 2 days after receiving comments from VA. Evaluation Factors: Factor 1: Technical Evaluation Describe the related work experience within the last five (5) years of similar scope, magnitude and complexity to that described in the PWS. Describe plan to accomplish all of the services requested in the PWS and detailed on the Industry Day Event. Technical will be evaluated as acceptable or unacceptable. Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation. Unacceptable Quote does not clearly meet the minimum requirements of the solicitation. Factor 2: Price Evaluation The price will be evaluated as reasonable or unreasonable. Period of Performance The contractor Period of Performance is 60 calendar days from the date of award. The Government intends to award to the quote that represents the best value therefore the award process will be expedited. The prospective quoter will start performance after the kick off meeting.
