Description
INDUSTRY DAY ANNOUNCMENT GENERAL SESSION 1. This is a notification to industry that Naval Air Systems Command (NAVAIRSYSCOM), PMA202 is conducting market research to learn about industry's capabilities to provide a night vision device with integrated helmet mounted display capability. This system will be integrated with existing aircraft systems that generate the symbols and imagery to be displayed. 2. As part of their market research efforts, PMA202 will present an overview of technical requirements and is interested in receiving feedback from industry on technical feasibility of the planned approach. In addition, PMA202 is interested in receiving briefings from companies that possess the capability to develop a system to meet the following operational requirements: The system must be head/helmet mounted, and include the capability to display an enhanced night scene and aircraft generated video and/or symbology. Video and /or symbology will be provided to the display device in a to be determined industry standard format. Night vision capabilities. Night vision performance must be equivalent to or better than current ANVIS-9 Night Vision Goggles. There should be no image artifacts that would degrade aircrew's ability to accurately perceive the night scene. Field of View should be a minimum of 40 degrees horizontal and vertical. Wider field of view is desired, up to 110 degrees horizontal and 60 degrees vertical. Blooming/Haloing effect around point light sources should be less than seen in current ANVIS-9 NVGs. Helmet Mounted Display capabilities. Display/overlay aircraft generated symbology and/or video, received from the fielded aircraft systems in a standard format, i.e. DVI, over the night scene. Display should be capable of presenting color images if provided by the aircraft. Display should be capable of operating both day and night. Night vision scene is not presented for daytime operations. Changing display hardware to transition from day to night is not desired. Other requirements Total head-borne weight and center of gravity should be within the safe operating envelope and are contained in USAARL Report No. 98-14, Mass Requirements for Helicopter Aircrew Helmets, McEntire, B. Joseph and Shanahan, Dennis F. January 1998. Mean time between failures should be greater than 350 hours. The system must be interoperable with currently fielded aircraft systems to the maximum extent possible. Required modifications to existing equipment should be minimal. Operational concept. This system is intended to be a replacement for the current family of AN/AVS-9 NVGs and helmet mounted displays on rotary wing and tilt rotor aircraft and will be used by pilots and aircrew members of USMC and USN rotary wing and tiltrotor aircraft. This system will integrate and improve upon the capabilities of the AN/AVS-9 with those of a helmet mounted display, not all aircrew members will require the helmet mounted display. However, all aircrew members will require night vision capability. This device will also be considered a component of the overall approach to fielding solutions for operations in Degraded Visual Environments (DVE). 4. The PMA202 team will present an overview of technical requirements and is interested in receiving feedback from industry on technical feasibility of the planned approach. This event will be held on 10-11 July 2018, at the Southern Maryland Higher Education Center, located in the NAS Patuxent River, MD local area. PMA202 will also receive one-on-one industry capability briefs/demonstrations from interested parties. Interested companies may contact the point of contact identified below and request to be registered to participate in this market research event and to request one on one briefing. PMA-202 will accommodate as many briefings as possible in the allotted time. Companies will be required to provide the following information in order to register: •1. a. Company Name b. Company Address c. Company point of contact d. Company point of contact's phone number and email address e. Company Size f. Small Business Status (e.g., 8(A) Program, HUBZone Program, Service- Disable Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Woman-Owned Small Business (WOSB), Small Disadvantage Business (SDB), etc.) g. Name and Nationality of participants (each company will be limited to 4 representatives) Each company will be limited to a maximum of one hour to provide its brief and/or demonstration and answer any questions the PMA202 Team may have. Participating companies may submit questions to the government prior to the meeting date. The submitted questions should be prioritized and the Government will answer as many questions as possible. Questions should be submitted no later than 1:00 PM eastern standard time, on 5 July 2018 to the Government point of contact listed below. It is not the Government's intention to provide written responses to all questions asked. However, if the Government finds a question that would benefit all interested parties, the question and response will be shared through the Government-wide point of entry (GPE) FedBizOpps/Navy Electronic Commerce Online. 5. This notice is not a request for a quote, a request for proposal, or an invitation to bid; nor is this to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract; nor does it restrict the Government to a particular acquisition strategy or approach. The Government will not reimburse or pay for any information submitted in response to this announcement, any costs associated with participation in any meeting associated with or resulting from this announcement, or any follow-up information requests. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this notice will be solely at the responding party's expense. The Government will not accept unsolicited proposals submitted in response to this notice. 6. Not responding to this notice or not participating in this market research event will not preclude participation in any future Request for Information or Request for Proposal (RFP), if any are issued. Small businesses are encouraged to provide responses to this notice in order to assist the Government Team in determining potential levels of competition available in industry. 7.
