- DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with M Squared Lasers, 228 Hamilton Avenue, 3rd Floor, Palo Alto, CA 94301 for the purchase of a tunable, single-frequency Ti:sapphire for NIST's Nanoelectronics Group of the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13.5 Simplified Acquisition Procedures. ***** Sole source determination is based on the need to acquire a tunable, single-frequency Ti:sapphire laser system capable of high power output (greater than 1 W) of wavelengths in two regions of the spectrum; from 700 nm to 1000 nm AND from 350 nm to 500 nm, as well as a single frequency pick-off at 532 nm. The ultranarrowband tunable, fiber-coupled laser will be used for resonant Raman spectroscopic studies of novel quantum nanomaterials at varying temperatures and magnetic/electric fields. Wavelength tunability, output power, tunability, stability and narrow bandwidth of this laser are crucial because Raman scattered photons are only different from the laser excitation by ~0.13 nm. High power is required because the output must be sent through multiple optical systems to deliver the light to mapping stages and/or cryostats located meters away. M Squared Lasers is the sole manufacturer and distributor of a product that meets these requirements. M Squared Lasers' is the only system identified that can offer the following requirements: -Laser head shall be constructed of stainless steel and hermetically sealed with purge ports. -Laser system producing light from 700 nm to 1000 nm shall be fully automated and "hands-free", requiring no mechanical or optical changes or adjustments by the user. -Laser component for access to 300 nm to 500 nm must use a single set of optics and have conversion efficiency of >35% for 1 W of pump power. -Laser output in all ranges shall be single-frequency and continuously tunable. -Laser output shall have an absolute free running linewidth of 100 kHz or less, measured over 100 us. -Laser beam shall be TEM00 with a Gaussian quality factor M2 of at most 1.2. -Laser output shall have at most 0.1% rms intensity noise, measured over 12 hours, including any long term drift in output frequency or intensity. -Laser must include analog inputs and software/hardware control to enable wavelength adjustment and locking. These requirements are crucial in order to meet the research requirements into Raman scattered photons. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 1:00 p.m. Eastern Standard Time on June 13, 2018 will be considered by the government.
