- Amendment 0001 Corrects the title to Passive Capture Efficacy of Three Different Net Types. The U.S. Department of Interior, US Geological Survey (USGS) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the potential need for the following: Investigate various capture methods for invasive Asian Carp using novel gear types in backwaters of the Illinois River. Research will focus on evaluating novel gear types with three objectives. The first objective is to compare the passive capture efficacy of two different trap net types in the Illinois River watershed. The second objective is to compare the capture efficacy of the two different trap nets with manipulating behavior such as driving/herding fish with a sound stimulus, electroshock or with the use of chemical attractants. The third objective is to compare and contrast other important aspects such as cost effectiveness and maintenance, size distribution of catch, and non-target catch rates for each capture technique. Contractor shall provide personnel assistance, training and net and boat resources in order to meet the objectives stated above. Contractor shall provide scouting for potential sites along the Illinois River will begin spring 2018. A minimum of two sites need to be selected with at least three trap net locations within each site. However, more than two sites is beneficial in the event of unexpected water level fluctuations. Quality sites are backwater areas off of the Illinois River that have little to no flow, high numbers of bigheaded carp, maintain water throughout the year, and have areas with enough depth to place a net. The minimum depth requirement for the nets is approximately 5.5 feet. Water quality, weather, and other environmental variables will be taken each day at each site throughout the study. Once sites are established, the trap nets will be set in the site at specified locations for five days. All nets will be left to fish for four consecutive nights with no more than 24 hours between checking each net. Coordinates and net orientation will be taken for each net. Fish captured will be identified, weighed, measured and recorded for each gear type. After the fourth night of fishing, each net will be pulled from the water and stored for the following week. The next trial will take place at the second site following the same protocols as the first. Trials the third week will return to site one but the locations of the nets within that site will be changed. This rotation will occur for six weeks yielding six replicates. The result of this market research will contribute to determining the method of procurement. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
