Description
J&A X-RAY SYSTEM The United States Coast Guard, Training Center (TRACEN) Yorktown, Contracting & Procurement, Yorktown, VA anticipates awarding sole source procurement to Test Equipment Distributors LLC, based in Troy MI, for the below items on or about 7 June 2018. CLIN 001. Part Nr. 3-000-0723, LPX-160 Digital Water Cooled X-Ray System- 160kV, 5Ma. Qty (1) Each CLIN 002 Part Nr. N/A, Installation for the LPX-160 Digital Water Cooled X-Ray System. NAICS 423830 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No further solicitation will be issued. Market research was conducted in May 2018 and revealed that this X-Ray System is available in the Supply system under NSN 6635014171830. However, after discussions with the DLA Item Manager (IMM) for this equipment, it was determined that the lead time for this equipment to be delivered to TRACEN Yorktown is 22-24 months after submitting the requisition, and the cost in the supply system will also be higher than the commercial vendor. A determination not to compete this proposed contract is based on the need of the government, since the X-Ray system is a vital non-destructive testing unit used to certify US Coast Guard personnel to weld on critical structures. Failure of the current system on-board, would have a significant negative impact fleet wide and force the cancellation of both DC01 and DC02 welding schools at the TRACEN Yorktown. It was also determined, that it was not cost effective to replace the current X-Ray system to a new model, since it will lead to additional costs to the lead line X-Ray shielding box, lead abatement, installation of modified X-Ray tube brackets and new required training for the course instructors.
