- Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for the re-construction/repair of the John Day Main Unit 6 Generator and Rehabilitation located at the John Day Dam Project, Sherman County. OR. Project Scope: This project consists of the following: Generator Background: John Day Dam Main Unit 6 power generator was in the process of being placed on-line and suffered a three phase stator winding fault in July 2015. This caused the generator protective relays to trip. Generator Anticipated Repairs: The generator repairs will consist of inspecting the entire stator winding, including damaged areas; evaluating the condition of the winding; providing a comprehensive evaluation report; providing repair plans; removing and disposing of all damaged bars and their connections; cleaning the entire stator winding; testing the Government-furnished stator bars; supplying winding connections, non-deteriorating and deteriorating winding supplies; replacing the damaged stator bars with Government-furnished stator bars; replacing damaged bar connections with Contractor-furnished new connections; testing the stator winding; cleaning and inspecting the stator core; cleaning, inspecting, and testing the rotor; furnishing and installing a complete partial discharge analyzer system; inspecting the thrust bearing, thrust runner, thrust collar and guide bearings, and providing a comprehensive inspection report and Recommendation. Options to be Included: Inspection/Refurbishment of thrust bearing, thrust runner, thrust collar, upper and lower generator guide bearing(s), and turbine guide bearing; optional refurbishing of the replaced bearing if a spare bearing is used; and furnishing thrust runner bolts and keys. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Lowest Price Technically Acceptable source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is an unrestricted, full and open acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Standard size ($36.5M). The FSC is Z2KA - Repair or Alteration of Dams. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is scheduled for release on or about 22 January 2018. The tentative date for receipt of proposals is on or about 21 February 2018. Plans and Specifications: The Plans and Specifications will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
