- The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA has identified the need for support from a subject matter expert on port operational characteristics, national/industry trends affecting port performance, and the requirements of FAST Act Section 6018. The subject matter expert support is needed to enhance the Port Performance Freight Statistics Program (PPFSP) database, as well as analyses of truck drayage/truck turn time, vessel dwell time, and industry/port-specific developments that might affect port productivity. This requirement will assist the Bureau of Transportation Statistics (BTS), in preparing the Port Performance Freight Statistics Program (PPFSP) annual reports, including analysis activities that support development of these reports. The period of performance extends from the date of award through July 2020. The Government intends to award a purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Tioga Group Inc. located in Moraga, CA. Tioga has supported the Volpe Center over the past two years on PPFSP activities and has contributed extensively to developing an excel database of port performance freight data and statistical analyses. This database is a critical component of the PPFSP as it contains all of the raw data inputs and analyses needed to generate multiple required components of the Annual Reports, such as the port profiles that contain the performance metrics. No other firm has the required expertise or data to use this database to effectively meet FAST Act Section 6018 requirements. The NAICS Code is 541990; the Small Business size standard is $15.0M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within nine (9) calendar days from the date of publication of this synopsis. Responses received after nine (9) calendar days or without the required documentation will be considered nonresponsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
