- 1) TestComplete PRO Bundle - Node-Locked License (includes 1 year maintenance), TC-PRO-NLC (Quantity - 5 each). 2) TestComplete PRO Bundle - Node-Locked License - Maintenance Renewal 3 yr, TC-PRO-NMR-3Y (Quantity - 5 each). 3) TestExecute - Floating License (includes 1 year maintenance), TXE-VXX-FLC (Quantity - 8 each). 4) TestExecute - Floating License - Maintenance Renewal 3 yr, TXE-VXX-FMR-3Y (Quantity - 8 each). The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on other than a full and open competition basis this requirement, in accordance with FAR 12 and 13. This requirement is a manufacturer sole source to SmartBear, 450 Artisan Way, 4th Floor, Somerville, MA 02145 and their authorized distributors. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal / public/SAM/. The solicitation with specifications will be issued on or about 5/31/2018 and will be published on www.fbo.gov. All responsible sources may submit a quote, which shall be considered by the agency. Written responses shall be submitted by e-mail to susan.wigfield@navy.mil or mailed to NAWCWPNS, Code 254620D, Attn: Susan Wigfield, 429 East Bowen Road, Mail Stopy 4015, China Lake, CA 93555-6108 and shall reference RFQ N6893618Q0195. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the item without causing programmatic hardship. Electronic delivery of quotations are preferred. If you provide a quote via any other method provide us with the date package was sent, commercial carrier, and tracking number so that we can ensure that your quotation is reviewed for consideration during the award process. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notorized letter identifying the authorized Entity Administratior for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
