DESCRIPTION OF REQUIREMENT This requirement seeks to extend the Period of Performance (PoP) of the current Task Order by 30 days, covering the period of 1 December 2017 to 30 June 2018. The SubCLINs effected by this PoP extension are 1003AA, 1003AB, 1004AA, 1004AB, and 1004AC. No additional funds are required as adequate funds are already in place on the Task Order. National Academy of Sciences (the incumbent) will continue to provide services to AFOSR under the Science and Technology Fellowship Program (STFP) contract, and the extension will provide the incumbent adequate time and an appropriate vehicle to invoice for pass thru costs incurred during the 60 day transition period from incumbent to new awardee. III. NATURE/DESCRIPTION OF THE ACTION AFOSR's current STFP support contractor, National Academy of Sciences, provides all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary as defined in the PWS, incorporated in contract FA9550-17-D-0001, except for those items specified as government furnished property and services. AFRL plans to have between 120 - 200 active Research Associates in total, at any given time throughout the PoP of the contract (subject to the availability of funds). The 30 day extension described above is for an existing requirement in the PWS associated with FA9550-17-D-0001. No new work is added with this PoP extension. The necessity for this extension is due to an inadvertent error made by the Government at the time of award which did not allow the incumbent to bill for pass thru costs incurred during the required transition period. The transition plan shall be a 60 calendar day period of contract overlap between key personnel of the incumbent contractor and the replacing effort (successor contractor). The intent of the plan shall be to continue services under the existing contract with the incumbent contractor supporting the replacing effort such that the replacing effort will be able to execute and provide ongoing service at a level equal to or better than incumbent's best effort. Upon the end of the contract, the incumbent contractor shall transition the database of research associates and Government research advisors to a successor contractor that delineates the "pass thru" portion of the contract. Past, present, and future financial compensation packages paid (or to be paid) to STFP recipients shall be disclosed. The intent is to provide necessary historical compensation package pricing data to allow the replacement effort a basis for future compensation packages. It has been determined that many research associates that are employed by the incumbent contractor will have employment contracts whose durations extend beyond the PoP of the STFP contract. This requirement seeks to extend the PoP of the current Task Order by 30 days, covering the period of through 30 June 2018. National Academy of Science will continue to provide support to AFOSR under the STFP contract in accordance with the PWS of contract FA9550-17-D-0001. The extension is needed in order to provide time for the incumbent to properly invoice pass thru funds incurred during the transition period and ensure timely payment of Post-Doctorate Associates. IV. STATUTORY AUTHORITY 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Requirements. (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304 (d)(1)(B) or 41 U.S.C. 3304 (b)(2).) V. APPLICABILITY OF AUTHORITY The government is currently in the award phase of the competitively awarded follow-on contract, anticipated to be awarded on 1 June 2018. There will be a 60 day transition period in which the incumbent contractor and the new contract awardee will transfer contract database and associated contract information in accordance with PWS Subsection 1.15 Transition. AFOSR's global business operations are wholly dependent on continual STFP support without break. This extension, running concurrent with the first 30 days of the transition period, is critical. Due to the proprietary nature of the database and work performed under previous contract, the incumbent is the only contractor capable of performing the transition required. In the event of a delay in payment, critical work in AFRL/AFOSR labs ceases as PDRP Associates cannot report to work. This would impact AFRL/AFOSR research and development efforts and the overarching Air Force R&D mission. It is in the government's best interest to extend the PoP of the referenced SubCLINs to prevent a break in service. VI. PREPARER, CO & TECHNICAL/REQUIREMENTS PERSONNEL CERTIFICATION The preparer and CO's signature evidences that he/she has determined the Justification and Approval to be both accurate and complete to the best of his/her knowledge and belief.
