- Draft SOW for comments The 766th Specialized Contracting Squadron (766 SCONS) - Joint Base Elmendorf-Richardson (JBER), AK is conducting market research to determine the existence of interested small business sources for North American Industry Classification System (NAICS) Code 237310 - Highway, Street, and Bridge Construction. The Small Business Size Standard is $36,500,000.00. The place of performance will be Wake Island Airfield which is approximately 1,501 miles east of Guam and 2,298 miles west of Honolulu. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals for single award, construction contract for line-striping and rubber removal services at Wake Island. There is an estimated acquisition value of between $500K and $1M for a one-time requirement. Contractor must be able to provide logistics of transporting all material and equipment to and from Wake Island. The contract will establish terms and conditions upon which the contractor shall provide all plant, supervision, management, quality control, labor, tools, equipment, appliances, transportation, supplies and materials and perform all work necessary to apply markings on all airfield pavements located on Wake Island. The scope of work includes runway rubber removal, paint removal, and repainting of lines and all airfield markings. The physical work site parameters encompass all airfield pavement areas to include but not limited to: runways, taxiways, parking aprons, streets, and parking lots. This scope of work does not include areas outside the airfield areas. SUBMISSION GUIDELINES: Responsible, qualified firms interested in supporting the subject requirement for the 766 SCONS at Wake Island are to prepare a response (no more than 6 pages in length) to include the following information: 1. Company Name with Point of Contact, Phone Number and Address; 2. DUNS Number and CAGE Code; 3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 4. Current Status in any Socioeconomic Contracting Program 5. Statement identifying the firms bonding capacity 6. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the RFI, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the government in identifying potential sources in determining if a small business set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the government will not pay for any information or administrative cost incurred in response to this RFI. Responses to the RFI will not be returned.
