- INTENT TO SOLE SOURCE Ithaka Journal Storage (JSTOR) Arts & Sciences Database The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Ithaka Harbors, Inc., 2 Rector Street 18 th Fl, New York NY, 10006-1852 for the purchase of access to their " JSTOR Arts & Sciences" database. The North American Industry Classification System (NAICS) Code is 519130 and the small business size standard is 500 employees. Description of the Requirement: JSTOR Online Databases provide an essential research capability in support of the Professional Military Education (PME) research needs of Air University students, both resident and distance learners. JSTOR provides in-depth scholarly magazine articles from military, defense, U.S. Government, and aerospace journals. JSTOR Arts & Sciences collections include numerous unique databases. Arts & Sciences Collection I includes 115 core titles in economics, history political science, and sociology, as well as in other key fields in the humanities and social sciences. The Arts & Sciences II Collection has 122 titles. This collection adds depth to many disciplines introduced in Arts & Sciences I, such as economics, history, and Asian studies. Arts & Sciences II also offers core journals in several new disciplines such as archaeology, classics, and African, Latin American, Middle Eastern, and Slavic studies. The Arts & Sciences IV Collection includes 108 titles covering law, psychology, public policy & administration, business and education. The Arts & Sciences VI Collection has 143 titles and includes the titles concerning political science, education, linguistics, economics, and Latin American, Middle Eastern, Slavic, African, and Asian area studies. The Arts & Sciences IX Collection includes 179 titles covering business, economics, archaeology, anthropology, political science, social science and Interdisciplinary Cultural studies. JSTOR's unique archival collections covering linguistics, archaeology, and anthropology are especially necessary for support of ongoing research efforts within the Air Force Culture and Language Center and Air University's Quality Enhancement Plan (QEP). IMPORTANT NOTES : •1. This is not a request for quotes and no solicitation is available. •2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. •3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. •4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. •5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a base period of performance of 1 Oct 2018 to 30 Sep 2019 with four one-year options. To assist the Government in determining if this acquisition is available for competition, please provide the following information: •1. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. •a. Is your company capable of meeting the entire requirement? •b. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. •3. If there are any other businesses that con provide the specified services described above, you must respond to this notice before 11 Jun 2018, 4:00 pm CST.
