This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS) has a requirement for Furniture Specification for Bariatric Patient Recliners. The intent of the procurement is to award a low price contract. The Performance Work Statement (PWS) defines the effort required for the purchase and delivery of the requirement to the Tucson VA. Unique Features: This project encompasses patient care across the Southern Arizona VA Health Care System (SAVAHCS) continuum. SAVHCS has an ongoing requirement to provide Cardiovascular Coronary Surgery Services that require utilizing the most up to date technological advances in the industry by United States approved Food and Drug Administration (FDA) equipment and supplies. SOUTHERN ARIZONA VA HEALTH CARE SYSTEM (SAVAHCS): VAMC: 3601 S 6th Ave, Tucson, AZ 85723 The applicable NAICS code is 337127 INSTITUTIONAL FURNITURE MANUFACTURING.  The resulting contract will be a low price contract one time buy. It is anticipated that a Request for Quotes will be issued in June 2018. Award of low price contract is contemplated by June 2018. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. All business are encourage to respond to this RFI for market research purposes. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Performance Work Statement GENERAL Background With the increased demand in our nation for bariatric sized furnishing in the medical field it is our duty to accommodate our Veterans with this need. Currently Southern Arizona Veterans Health Care System (SAVAHCS) does not have any bariatric sized patient recliners for our Veterans. We need at least two bariatric patient recliners onsite, this a direct patient care issue. 1.2 Performance Requirements 1.2.1 The specification covers the requirement for patient chairs, patient recliners, and all other seating furnishings. The minimum acceptable requirements for manufacturer s extent of product line, design, materials, workmanship, performance, safety and services are set forth, hereinafter. Failure to meet the minimum acceptable requirements may result in disqualification of the bid. 1.2.2 All furnishings shall be of a design, material and workmanship to withstand hard 7 day usage over an extended life with a minimum or maintenance and repair. 1.2.3 The manufacture shall provide and be responsible for the technical assistance, development and generation for final specifications. 1.2.4 A limited lifetime warranty shall be provided on wood or wood framed products and wood chairs including their mechanisms; gel arm caps, fabric scrims, and fabric rated (A) heavy duty under the Association of Contract Textiles guidelines. All warranty items, shipping labor, traveling, and shipping of items shall be covered by the manufacturer/dealership. 1.3 Testing Requirements 1.3.1 Bidder must provide the following testing data to validate product performance: 1.3.1.1 Architectural Woodworking Institute (AWI) 1.3.1.2 Greenguard Environmental Institute- IEQ 4.5 Low Emitting Furniture 1.3.1.3 US Green Building Council (USGBC) 1.3.1.4 California Technical Bulletin 116 Flame Retardance of upholstered Furniture 1.3.1.5 California Technical Bulletin 117 Flame Retardance of Resilient Filling Materials used in Upholstered Furniture. 1.3.1.6 California Technical Bulletin 133 Flammability Test Procedure for Seating Furniture for Use in Public Occupancies. 1.3.1.7 NFPA 260 Standard Methods of Tests and Classification System for Cigarette Ignition Resistance of Components of Upholstered Furniture 1.3.1.8 NFPA 261 Standard Method of Test for Determining Resistance of Mock-upholstered Furniture Material Assemblies to Ignition by Smoldering Cigarettes. 1.3.1.9 Chairs must be ISO 9001 and 14001 certified plant. 1.3.2 Any test which in not performed or not in accordance with the testing requirements specified shall be identified by the Bidder as a proposed exception and shall be submitted for prior approval. 1.4 Submittals 1.4.1 Submittals required prior to the Bid for pre-approval are proposed alternate products and exceptions to the Contract Documents. 1.4.1.1 Submit complete literature, data, cut sheets, finishes, shop drawings and a direct comparison to the product specified for each proposed alternate product. 1.4.2 Submittals required with the Bid are as Follows: 1.4.2.1 Submit price list for all products and services Bid 1.4.2.2 Submit complete test results 1.4.2.3 Submit complete manufacturer s product specification and any drawings and samples required for approval prior to commencement of manufacturing. 1.4.2.4 Submit all warranties and maintenance manuals to owner. Delivery, Storage and Handling of Materials 1.5.1 Product shall be factory packed with adequate protection to all sides and corners to prevent transit and handling damage. 1.5.2 Deliver no components to project site without any consent from the buyer. 2.0 PRODUCT 2.1 General 2.1.1 All finished surfaces and upholstery shall be free of scratches, mars, dents, blemishes, and withstand staining, and exhibit to flaking, cracking, or loss or adhesion. 2.1.2 Furnishings shall have smooth finishes with no hazardous projections, sharp corners, or detail, which can be hazardous and cause personal injury or damage to clothing. 2.2 Manufacturers 2.2.1 Requests for substitutions will be considered in accordance with provisions of Section 012500, Substitution Procedures. 2.3 Product 2.2.1 Seating specified as a companion to other seating items shall be the same design and product line of a specific manufacture. 2.2.2 Weight capacity to carry a patient that is up to 700 2.2.3 Width of chair minimum of 25 inches.   When in the prone position, length of surface minimum of 72 inches. 2.2.4 Wheels must be able to manually move the recliner with or without a patient seated.   Wheels must be able to lock to prevent unwanted rolling.   When the recliner is in chair mode, it must have arm rails to prevent patient from falling and also handles that allow staff to push chair for transport. 2.2.5 Recliner must be able to recline in multiple levels to include to the prone position.   This allows transfer of patient from chair to bed and bed to chair. 2.2.6 The recliner must meet or exceed the following specifications: 2.2.6.1 Must be constructed with Steel tubular frame. 2.2.6.2 SOFLux LVT nylon padding and urethane foam cushions on the headrest, backrest, seat, calf/leg rest 2.2.6.3 Able to adjust and move chair with a single staff member 2.2.6.4 Able to reline to various positions (Back angle 0-70 degree; Tilting angle 0-17 degree) 2.2.6.5 Transfer patient horizontally from bed to the chair and vice versa; 2.2.6.6 Adjust from a supine position into the sitting position with patient and vice vers 2.2.6.7 Weight capacity to carry a patient that is up to 700 pounds; 2.2.6.8 Width of chair minimum of 25 inches.   When in the prone position, length of surface minimum of 72 inches 2.2.6.9 Wheels, so the chair may manually be moved with or without a patient seated.   Have a three position foot pedal caster wheel lock 2.2.6.10 When patient is in seated position, have arm rails that adjust to prevent patient from falling. Also push handles that allow staff to push chair for transport 2.2.6.11 When patient is in supine position, arm rails lower to allow patient transfer 2.2.6.12 Headrest that adjusts that prevents patient head from falling either to the left or right; 2.2.6.13 Leg and footrest with height/angle adjustments. 3.0 EXECUTION 3.1 Surface conditions 3.1.1 Inspection 3.1.1.1 Prior to work of this Section, carefully inspect previously installed work. Verify all such work is complete to the point where this installation may properly commence. 3.1.1.2 Verify that work of this section may be installed in strict accordance with the original design, all pertinent codes and regulations, and all pertinent portions, of the referenced standards. 3.1.1.3 In the event of discrepancy, immediately notify the Designer. 3.1.1.4 Do not proceed with installation in areas of discrepancy until all such discrepancies have been fully resolved. 3.2 Installation and Workmanship 3.2.1 All installation methods shall be in accordance with the printed instructions of the manufacturer. 3.2.2 Each item must be clean and free from dust, packing marks, tags, labels, etc. 3.2.3 Provide for all dumpsters, haul fees and dump charges as required. Do not use Owners collection facilities at any time. 3.2.4 Installer is responsible for providing all tools and equipment that is needed for installation. Owner will not provide tools and/or equipment. 3.2.5 Installers must follow the standard VA code of conduct at all times while on VA property. END OF DOCUMENT
