- Amendment 00002 to COMBINED SYNOPSIS-SOLICIATION 36C24618Q0798 ***Please Note: correct email address for Contracting Officer is melisha.evans@va.gov. Answers to vendors questions as of 5-31-18: What is the Manufacturer / Model of the existing Door Control System to integrate with the new VICON CCTV system? CCure What is the name of the current door control software / version [when last updated] that is currently in use at the facility? CCure. Updated 5/2018. How many Workstations are located in the Police Dispatch Center? How many touchscreens in dispatch center [if any] ? One. No touchscreens. Are new UPS[s] required for the [3] new NVR[s], PoE Switches and encoders? Yes. Will there be available space in the existing racks for the new headend equipment? Will an additional rack be required? And if so is there amble room within the existing footprint of the Police Dispatch Center? Believe that it will all fit in the rack if the old DVRs are removed. Please provide drawings of the facility to allow for us to best calculate materials required for new CAT-6 Wire runs between the new cameras and existing Headend Rack[s] and / or electrical rooms. See Attached floor plans. Will the new camera installations require conduit inside? NO. How many existing Analog Cameras will need to be encoded in the facility? None. You are replacing all the Analogs with IP. Total number of workstation[s] that are required in the completed CCTV system? One. With one access station in B-13. Is there a bid bond required? No, this is not a construction requirement. It is a requirement for installation of cameras. (Firm-fixed price contract will be used) Will there be any requirements for performance/payment bonds? No, this is not a construction requirement. The solicitation document states there is a 30-day period of performance. This does not seem like enough time to complete the project. Please confirm the correct period of performance. Period of performance has been changed to an estimated 30-45 days after receipt of order. What (if any) are the requirements for self performance on this project? 15%? 25%? None. This is not a construction requirement. Seeking clarification regarding the statement on page 5 of the SOW stating "Contactor must be Safety Act Certified. DHS Safety Act certification appears to be designated for specific technologies not for an individual contractor or company. Can you explain what exactly you are requiring to meet this? The purpose of completing a SAFETY Act Designation application is for the applicant, i.e., the seller of a technology, to explain to the Department of Homeland Security (DHS) how the technology qualifies for the system of risk management and litigation management under the SAFETY Act. The application is designed to elicit the information that will allow the DHS to understand exactly what the seller's technology is, and how it relates to the criteria for Designation set forth in the SAFETY Act. SAFETY Act Certification provides sellers of a Qualified Anti-Terrorism Technology (QATT) with an additional measure of liability protection. The sellers of QATTs that receive SAFETY Act Certification are entitled to all of the liability protections that accompany SAFETY Act Designation as well as the rebuttable presumption that the government contractor defense applies to claims arising out of, relating to, or resulting from an act of terrorism. At the applicant's request, QATTs that received Certification can be placed on the Approved Technologies list for Homeland Security. A Certification application may be submitted along with a Designation application or may be submitted after SAFETY Act Designation has been issued. However, a technology may not receive Certification without having first received Designation. To receive SAFETY Act Certification, the Department must conclude that the technology will perform as intended, conforms to the seller s specifications, and is safe for use as intended.
