Description
SYNOPSIS: Notice of Intent to Award Sole Source Procurement. This notice satisfies the requirement under FAR Part 5.2 and constitutes the Government's Notice of Intent to increase the ceiling and extend the ordering period of Indefinite Delivery Indefinite Quantity (IDIQ) Contract W900KK-15-D-0008 on a non-competitive basis. The action will be accomplished per 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)-Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE), Product Manager (PdM) Maneuver Collective Training Systems (MCTS) has a requirement to extend the AVCATT PDSS IDIQ contract ordering period by two years and five months and increase the contract ceiling of the current IDIQ W900KK-15-D-0008 with Cole Engineering Services, Inc. (CESI), 12253 Challenger Parkway, Orlando, FL 32826. The estimated amount of the ceiling increase is $31.4M from $69.9M to $101.3M. The AVCATT PDSS effort was awarded as a competitive action under the provisions of Small Business Act (15 U.S.C. 637) and in accordance with FAR 19.8-Contracting with the Small Business Administration (SBA). PDSS activities for the AVCATT system are currently being performed on the Indefinite Delivery Indefinite Quantity (IDIQ) Contract #W900KK-15-D-0008, AVCATT PDSS. All work referenced in this notice is to be performed to provide the required products, within the ceiling increase and contract extension, is within scope of the current IDIQ contract in support of PdM MCTS's mission. The scope includes: PDSS Management- This effort will consist of PDSS engineering, configuration management, software baseline management, communication, technical assessment, studies, analyses, documentation, and programmatic support associated with concurrency, upgrades, enhancements, logistics, and maintaining the Aviation Combined Arms Tactical Trainer and Non-rated Crew Member Manned Module system and its Software Engineering Environment (SEE), and the UH-72A Synthetic Flight Training System (SFTS) and UH-72A Virtual Maintenance Trainer (VMT) and their respective Software Engineering Environments (SEEs). This effort will include the activities and support associated with design, modification, enhancement, development, integration, testing, QA, CM, documenting, and fielding approved changes to the AVCATT, UH-72A SFTS and VMT, and NCM3 hardware and software baseline accomplished through PDSS. 3rd Party Contractor Support - This effort will include evaluation, integration, and support of 3rd Party Contractor development and 3rd Party Contractor products. Synthetic Environment (SE) Core Common Virtual Environment Management (CVEM) Support - This effort will include evaluation, integration, and support of SE Core development and SE Core products into the AVCATT, NCM3 and UH-72A SFTS systems. One Semi-Automated Forces Management (OneSAF) Support - This effort will include evaluation, integration, and support of OneSAF development and OneSAF products into the AVCATT, NCM3, and UH-72A SFTS systems. Live, Virtual, Constructive - Integrating Architecture (LVC-IA) Support - This effort will include the integration and support of LVC-IA development and integration of LVC-IA products into the AVCATT and NCM3 systems. AVCATT Suite and NCM3 Trailer Support - The Contractor will provide operational and maintenance support capability for two AVCATT Suites and/or NCM3 trailer located at the PDSS facility/facilities in Orlando, FL on an as needed basis. AVCATT, NCM3, and/or UH-72A TADSS Training Assistance Services - The Contractor will provide a training capability to an AVCATT, NCM3 or UH-72A TADSS site. ACQUISITION APPROACH: The Government intends to utilize the increase in the ceiling and ordering period to award multiple Delivery Orders, depending on receipt of funds, to the existing AVCATT PDSS Contract, W900KK-15-D-0008 which was awarded on 14 September 2015 to Cole Engineering Services, Inc. (CESI) as a result of a competitive action. This action will be awarded on a sole source basis In Accordance With (IAW) 10 U.S. C. 2304(c)(1) as implemented by FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements since it is likely that award to any other source would result in (A) substantial duplication of cost to the government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. Furthermore, it has been determined that AVCATT will enter Sustainment in FY20 and will complete Divestment no later than 1Q FY24, therefore the cost of a competitive action would not be recoverable by the Government given the short timeline. The AVCATT PDSS extended period of performance and increased ceiling delivery order(s) will have Firm Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Cost type CLINs. PERIOD OF PEROFORMANCE: The ordering period will be extended for a total of twenty nine (29) months, with contract execution from 14 April 2020 to 30 September 2023. NOTICE: This notice is being provided to alert industry of potential subcontracting opportunities. Additionally, interested persons may identify their interest and capability to respond to this requirement. The Government will consider all responses. Information received will be considered solely for determining whether to conduct a competitive procurement.
