Description
This will be a design/build project to replace the failing one (1) Cooling Tower Replacement induced draft cooling towers with similar one (1) tower with same design/capacity, with VFD controller. RTKL/JMA (A/E) is to provide site visits for JMA and Syska to oversee and inspect the installation of the new Evapco cooling tower, associated controls, and one (1) balance valve at the Central Utility Plant for the Administration Building and Education Center Project. In addition, the A/E will be responsible for reviewing associated submittals, shop drawings and RFIs given to the VA for the new cooling tower. The existing units have significant corrosion and operational problems. The General Contractor is to design-build, acquire and install a new Evapco cooling tower, associated controls and one (1) balance valve at the Central Utility Plant for the Administration Building and Education Center Project. The reconfigured tower elevation is to be designed to be compatible with the four existing Evapco cooling towers. The water flow to the new tower is to perform at a capacity that is concurrent with the existing towers. The General Contractor will be responsible for providing all necessary testing, balancing and commissioning of the new tower and associated items. The new cooling tower will ensure efficient plant operations through the range of operating conditions at the facility. The work will be performed at the VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as an SDVOSB. The estimated cost range is Between $250,000 and $500,000. The NAICS code for this service is 238220. The Small Business Size standard is $15 MILLION. Please respond to the following questions by 4:00PM on June 18, 2018. Failure to answer any of these questions may result in your firm not being considered as part of this market research. (1) Examples of design/build projects completed within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (2) Provide a company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (3) Evidence to establish your company's standing as an SDVOSB, HUB Zone, EDWOSB or 8(a) small business concerns, under applicable NAICS. (4) A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group. THIS IS NOT A REQUEST FOR PROPOSALS. Responses must be received no later than 4:00 PM, Local Time on June 18, 2018. Failure to submit all information requested will result in a contractor not being considered as an interested small business concern. The construction cost estimate for this project shall not be used as a basis for the Consultant s. Las Vega Medical Center North Las Vegas Scope of Work Cooling Tower #5 Removal and Replacement Removal of the existing Cooling Tower #5 (Marley NC8400) and the installation of a new Evapco (model #) cooling tower and associated piping and valves (contractor to design the cooling tower piping, controls and power). The new cooling tower piping and controls shall be integrated with the four existing cooling tower piping and controls. The invert elevation at the basin outlet for cooling tower #5 will align with the other four existing cooling towers. It also requires the design of a new balancing valve on the newly installed cooling tower. For safety and maintenance purposes, the General Contractor shall install an access point (ladder or stairs) from the new tower to the ground. All required drawings, calculations and specifications for the design shall be included and submitted to the VA. Testing and witnessing the new tower running along with one or two of the existing towers to observe system operations, installation, proper use, etc. will be also be required. This is a stand-alone procurement which will result in the award of a Firm-Fixed Priced Design-Build Construction Contract. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject requirements. The Government will not entertain any questions or inquiries until RFP issuance. Responses to questions or inquiries shall be posted through a solicitation amendment. The construction cost estimate for this project shall not be used as a basis for the Consultant s design and construction administration fees. The Consultant s fees shall be based on the information contained in this Scope of Work document and the observations made and/or the additional information received during the pre-proposal meeting design and construction administration fees. The Government requires an offeror to have an active DUNS Number, NCAGE Code, and register in the System for Award Management (SAM). The NCAGE code and DUNS number MUST be included on the proposals. It is the responsibility of the offeror to comply and register. If you currently do not have a DUNS, NCAGE, or SAM registration, information is provided below to assist you. DUNS: Take the following steps to receive a DUNS number: 1. Go to http://fedgov.dnb.com/webform 2. Click Begin DUNS Search 3. Choose your country and fill out a short form. 4. Dun and Bradstreet will list up to 3 matches. If your entity is not listed, choose request new DUNS and continue from there. Dun and Bradstreet generally responds to each webform submittal within 24-48 hours. SAM: To create an account and access SAM as a new user: 1. Go to https://www.sam.gov 2. Click on Create User Account 3. Complete the requested information, and then click Submit/Create 4. Select Individual User Account. 5. You will receive an email confirming you have created a user account in SAM. You can now register an entity, search For Official Use Only (FOUO) information, and (if you are a designated government official) enter exclusions into the system. To register in SAM as an entity: 1. Login to SAM with your user ID and password (received after completing the steps above) 2. Gather all the required information needed to complete your registration. 3. Click on Register New Entity from the left side navigation pane. 4. Complete and submit the online registration. It is estimated that it will take approximately 30 minutes to complete registration if you already have all the necessary information on hand, depending upon the size and complexity of your entity. You will receive an email confirming that your registration is in process. Note that new registrations can take an average of 7-10 business days to process in SAM. SAM must send out some information for validation with outside parties before your registration can be activated. Required information for SAM registration: Your Data Universal Numbering System (DUNS) number from Dun and Bradstreet, and the name and address associated with that DUNS Your Taxpayer Identification Number and the name associated with that TIN, if applicable (from your W-2 or W-9) Your Contractor and Government Entity (CAGE) Code (or NCAGE), if you already have one (if you don t, one will be assigned to you during registration) Your Electronic Funds Transfer information, such as your financial institutions ABA Routing Number and your account number, along with the bank phone or fax number. JOINT VENTURE REQUIREMENTS Joint Venture (JV) offerors shall provide with their proposal a notarized legal document that establishes the JV. The JV Agreement shall take effect upon the submission of the proposal and remain irrevocable until one (1) year after the work has been finally inspected and accepted by the Government. Submission of the notarized legal document that establishes the JV shall be furnished with the proposal in its original language version along with a certified English translation of the notarized JV document. The Joint Venture must be formed and valid at the time of submission of the proposal. A correctly formed Joint Venture will have its own active NCAGE and DUNS Number. 3. CERTIFICATIONS, LICENSES, PERMITS, FEES, ETC. Offerors shall be responsible for determining and paying all fees associated with, and obtaining any required permits for proposed projects. Offerors are responsible for acquiring any required professional certifications (licensing) as required by both the country of Uganda to perform the work.
