- Please note, this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable to maintain and repair elements of the Sterile Processing Service (SPS) Reverse Osmosis System (RO). Located at the Medical Center, Hudson Valley Health Care System, Montrose Campus 2094 Albany Post Road, Montrose, New York, the North American Industry Classification Systems (NAICS) is 333318. Responses to this notice must be submitted in writing via (email), and shall be received No Later Than (NLT) Monday June 4, 2018 at 9:00AM Eastern Daylight Time (EDT). Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 333318. Responses to this notice will be used by the Government to make appropriate acquisition decisions. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov ). A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Sterile Processing Service (SPS) Reverse Osmosis (RO) System Services under this contract shall be provided and accomplished at the Veteran Administration Medical Center, Hudson Valley Health Care System, Montrose Campus 2094 Albany Post Road, Montrose, New York 10548. The contractor shall maintain and repair elements of the Sterile Processing Service (SPS) Reverse Osmosis System identified herein. The contractor shall inspect and service components in accordance with the manufacturer s recommendations, prevailing industry standards and local, state, national, and international (where applicable) codes, including but not limited to AAMI standards. Statement of Work The contractor shall furnish all material, labor, supervision, tools and equipment necessary to provide a full preventive maintenance program. The Reverse Osmosis system to be serviced is an Ameri-water RO System Model # HCR02, Serial # 50320 along with all ancillary piping and Sterile Processing equipment that receives RO water. All work shall be in strict compliance with regulatory agencies and the manufacturer s recommendations as follows: 1.0 Deliverables shall include: a. Perform Monthly onsite Reverse osmosis Cleaning b. Perform Monthly onsite sanitization of RO c. Perform Monthly onsite SPS Tank and Loop Sanitization d. Perform Monthly onsite Pre Culture and LAL taken on Loop e. Perform Monthly onsite Post Culture and LAL taken on Loop f. Perform onsite monthly preventive maintenance based on manufacturers recommendations and AAMI standards g. Annual AAMI Standards test on RO h. Perform on-site water analysis and review log books, log the RO performance i. Perform complete system operating analysis of the equipment. j. All work shall be in accordance with manufacturer's recommendations k. Contractor shall provide all Expendables listed below to perform on-going preventive maintenance on an annual basis. 1. 16 PT401 Liquid Gallon 2. 12 Pre-filter 1 um 20 3. 12 Pre-filter Carbon Block Filter 20" 4. 8 Chloride Strips 50 ct 5. 4 PH strips 100ct 6. 4 DI Regeneration Bags l. Additionally the following level of service shall be performed annually: Inspect RO membrane, DI Polisher Resin Pack, RO pumps, and sensors. Based on observations vendor shall repair, replace or regenerate above components of RO system at no additional cost to the government. The Laboratory performing the water quality testing shall be a competent and licensed USA company. Parameters of the water quality standards will be in accordance with EPA (Environmental Protection Agency), AWWA (American Water Works Assc.), and AAMI (Association For The Advancement of Medical Instrumentation). CONTRACT TYPE AND PRICING Firm fixed price base plus four option years Vendor shall attend site visit of Reverse Osmosis System RESPONSE AND COMPLETION TIMES Routine Service: The contractor will provide routine service Monday through Friday, 8 am to 430 pm. Routine service will be considered a 2-hour response time. On-site service will be provided within 24-hours, excluding holidays, upon notification by the department point of contact. Emergency Repairs: The contractor will provide 24x7x365 emergency repair service. Emergency repair outside routine hours will be billed at overtime rate. Work shall not be accomplished by contractor until approved by project or contracting officer. Initial contact is to be made with the technical representative within 4 hours of call and no more than 48-hour for on-site service. Minimum Standards of Workmanship: PERIOD OF PERFORMANCE AND CONTRACT LINE ITEMS (CLINs): For each Period of Performance, offerors must submit a quote for the Deliverables requested in Section 1.0 of the Statement of Work (SOW), base plus four (4) 12 months Option. The contractor shall perform routine maintenance and repair services Monday thru Friday during normal business hours (8AM 4:30PM) SECURITY Contractor personnel must have in their possession for inspection by VA Police Department a valid state or government issued identification such as drivers license or passport. Personnel may be required to surrender their ID to the VA Police to obtain a temporary day pass at the discretion of VA Police. ID will be returned upon leaving US Government property. The contractor shall not have access to the Department of Veterans Affairs computer system. The C&A requirements do not apply and that the Security Accreditation Package is not required.
