- Special Packaging Instruction Engine Specification Engine Assembly Diagram Pre-Solicitation Notice M160 Engine Remanufacture Sources Sought Army Contracting Command-Warren is, by way of this notice, attempting to identify sources who can remanufacture the engine utilized in the M160 Robotic System. The engine utilized is Perkins Engine Company, Series 1100, Type 1106C-E60TA. Should the Army proceed with this acquisition, the Contractor shall be responsible for the remanufacture, to like new condition of engines provided by the Army. The acquisition would meet the definition of remanufacture as defined by FAR 22.1003-6. The work to be performed would be: 1. Restore the engine to a like new operating condition. 2. Replace the Components listed in the Engine Assembly Diagram attached to this notice as required (Attachment 1). 3. Complete the engine remanufacture to the Perkins Engine Specification attached to this notice (Attachment 2). DAMAGED/MISSING PARTS: The Contractor shall replace the following Perkins components on the remanufactured engine if they are damaged or missing: flywheel, flywheel housing, valve covers, and all accessory brackets removed from the engine block. All timing case covers will be replaced regardless of the condition of the timing case covers provided with the engine. In addition to the above listed components, any other engine components required for the engine to operate in a like new condition shall be remanufactured or replaced. DYNAMOMETER ENGINE TEST REPORT: The Contractor shall conduct an approved Dynamometer engine test specific to the Perkins Model 1106C Series 1100 Engine specification. A test report documenting successful completion of the Dynamometer Test shall be provided to the Government. PACKAGING: The Contractor shall preserve and package the remanufactured engine for shipment to the Government in accordance with the Special Packaging Instructions (SPI AK15987019), Revision A, Dated 20 June 2012 (Attachment 3) Requested response to this notice shall address the following areas: 1. What is your experience with rebuilding the Perkins Engine, Series 1100, Type 1106C-E60TA, Number VK38244? 2. What is your experience with obtaining and installing the non-standard components Water Pump (Perkins Part Number U5MW0196) and Intake Manifold (Perkins Part Number 3777W033) for these engines? 3. How many of these engines have you rebuilt (each year) in the past five (5) years? 4. How will you obtain the required parts and technical information to perform the engine remanufacture? 5. Describe the approach your firm will employ in remanufacturing the engine. 6. Describe the facility (facilities) in which your firm will remanufacture the engine. 7. Describe your firm, its primary business, and the number of years it has been involved with the remanufacture of diesel engines. 8. If your firm is registered with the System for Award Management (SAM--www.sam.gov) provide your CAGE Code. If not registered, describe how your firm would register as registration is required to perform any Army contract. 9. List all contracts your firm has had with the US Government in the last three years for the remanufacture of diesel engines. Provide the contract number, Agency and Agency point of contact qinformation for each contract. 10. If you are asserting capability to rebuild the specified engine based on experience with remanufacturing other diesel engines, identify the engine models your firm has remanufactured that are most similar to the specified engine and articulate how that experience is relatable to the Army requirement. A response to this notice is requested as soon as possible, but not more than ten (10) business days after the date of this notice. Responses received after this time may not be considered.
