- Page 3 of 3 SOURCES SOUGHT NOTICE BACKGROUND. The Department of Veteran Affairs, North Texas VA Medical Center has requirement for a Learning Management System (LMS) or Educational Training Website for Research Rehabilitation and Development (RR&D) Clinical Project. This Research project will requir an Educational Training Website or Learning Management System (LMS) that will be designed to target individuals with relatively limited experience using computers, and/or likely have no computer experience at all. The system should be designed to be user friendly, and very easy to maneuver and access needed information. This system must have a coded login and password for each participant. The following system functions and/or capabilities are required, and there are no substitutions for these specific requirements: Live chat capabilities - Chat (one on one with staff to/from Veteran, no group chats between participants required) Asynchronous Chat Ability to upload and embed videos and graphics Ability to create tests and quizzes within the system Option to comment directly underneath or on-the-side of the Veteran s responses on each module Alert notification on Participants Dashboard when a staff member has made a comment Alert notification on Staff Dashboard when a Veteran has accessed the system, and/or are working on a module System Analytics to analyze participant system participation and completion of each module how much has been completed by each participant Participant Progress Reports generated by the system, a section where veterans can view and update their progress every two-weeks System generated database of all homework and tests that can be downloaded and printed in an Excel format; all responses can be analyzed outside the system System should have the ability to be used across internet browsers (Safari, Explorer, Google Chrome, etc.) System should have the ability to be used across various devices (MAC, PC, Tablets, Computer, etc.) Gamification options Ability to print hard copies of required forms System ability to not allow participants to move to certain sections without full completion of a specific modules or sections (Firm Stop) Ability for answers presented in one section to be auto populated into another (Data Transfer in sections that require the same information) OTHER REQUIREMENTS The Contractor will be solely responsible for all aspects of the LMS/ Educational Website development, implementation and configuration, execution, and hosting of this site. Development: Coding Artistic Design Page Layout Design Dashboard Develop Analytics Implementation and Configuration: Configure authentication Configure workflow System Set-up System List Configuration System Notifications Configurations System Chat Configuration Configure Analytics Execution: Test Analytics Configure Design of Database Configure Quizzes and Tests Configure Progress Reports Configure Forms End User Trainings Resource/Hyperlinks Hosting: Private Secure Cloud-Based Server (Government Approved) Edits/Modifications and Changes Ready Go-Live Maintenance - throughout five-year option renewal period V. Hours: The Contractor shall provide online and toll-free technical support, which allows participants 24-hour access, 7 days-per-week customer support to troubleshoot any technical or systems operational issue. PERIOD OF PERFORMANCE: The anticipated performance period for these services shall be a base year with four (4) twelve (12) month option periods. SUBMISSION OF CAPABILITY STATEMENTS: The anticipated contract will be firm fixed price. This notice is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than 6/8/18 at 12 PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov and should include company name, address, point of contact, business size, SDVOSB/VOSB status, and description on how the vendor can meet the requirements. All submissions must include a narrative description of how the requirements stated within this notice will be met AND prior relevant past projects similar in nature. No telephone responses will be accepted. This notice is to assist the Government in determining sources only. A solicitation is not currently available. If a solicitation is issued, all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
