Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 12561518SBB04H may be issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The NAICS code applicable to this acquisition is 334516. ***This solicitation will be awarded if funds become available before September 30, 2018.** The USDA, ARS, MWA, US Dairy Forage Research Center, Madison, WI has a requirement / need for a QuantStudio 5 Real-Time PCR System brand name Applied Biosystems. This equipment must be able to perform real-time quantitative PCR and SNP genotyping. Calibrate with FAM TM, SYBR TM Green I, VIC TM, NED, ABY, JUN, Mustang Purple, TAMRA, Cy5, and ROX TM dyes. Include an OptiFlex System which combines 5 coupled excitation and emission filter sets to enable collection of up to 5 unique combinations of wavelengths during a single run for multiplexing on the 384-well block instrument. It needs to detect differential gene expression profiles using pre-designed TaqMan assays for gene expression, copy number variation, miRNA profiling and single nucleotide polymorphism (SNP) genotyping. Has a copy of free software that is designed to collect and analyze the fluorescence data for the applications of absolute quantification, relative quantification, presence/absence assays, and allelic discrimination/SNP (Single Nucleotide Polymorphism) detection. Must contain on-board storage capability with memory capacity of 10GB for storing between 1000-5000 standard absolute quantification run files and is designed for run protection in case of network or power outage. The PCR System will be used to analyze differential gene expression profiles and SNP genotyping, copy number variation using RNA and DNA samples extracted from dairy cattle tissues. This instrument will also be used to perform protein analysis using proximity ligation assays and used to perform microbial species detection, strain typing and abundance determination using rumen and gut microbial samples collected from dairy cattle. THE SALIENT CHARACTERISTICS: The QuantStudio 5 Real-Time PCR System must meet these minimum requirements: 1) able to perform real-time quantitative PCR and SNP genotyping, 2) be factory calibrated with FAM TM, SYBR TM Green I, VIC TM, NED, ABY, JUN, Mustang Purple, TAMRA, Cy5, and ROX TM dyes, 3) include an OptiFlex System which combines 5 coupled excitation and emission filter sets to enable collection of up to 5 unique combinations of wavelengths during a single run for ultiplexing on the 384-well block instrument, 4) have the capacity to perform gene expression profiling using more than 61,000 predesigned TaqMan assays, 5) have a heated lid assembly that heats the top half of the sample plates and provides an effective seal to minimize reaction mixture evaporation, 6) a touch screen interface that enables viewing of amplification plots and filtering by Sample, Target, and Task, 7) be able to collect data for each filter combination in <2 seconds, 8) have a copy of free software that is designed to collect and analyze the fluorescence data for the applications of absolute quantification, relative quantification, presence/absence assays, and allelic discrimination/SNP (Single Nucleotide Polymorphism) detection, 9) contain on-board storage capability with memory capacity of 10GB for storing between 1000-5000 standard absolute quantification run files and is designed for run protection in case of network or power outage, 10) the capacity to run Fast protocols and complete runs in 35 minutes (384-well), 11) ) include operators manual along with on-site, instrument training, 12) provide a 36-month warranty. DELIVERY DUE DATE: The Government requires delivery within 90 days after award however, each offeror shall include their proposed delivery schedule as part of their quote. FAR 52.212-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS: The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government cost, and other factors considered. Each Proposal shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The Evaluation Factors are as follows: 1) Technical Evaluation - all quotes will be rated against the salient characteristics and minimum requirements, 2) Descriptive Literature, 3) Training, 4) Warranty - prefer 36 months. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contactor shall provide a copy of its standard commercial warranty (if applicable) with this response.
