Description
Draft Statement of Work for Presolicitation 75D301-18-R-67901 The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to West Virginia University (WVU) in Morgantown, West Virginia, to conduct a study to determine the impact of inhalation exposure to 3-D printer emissions (3DPE) on microvascular function. The researchers at the WVU Department of Physiology, Pharmacology and Neuroscience have unique expertise and experience conducting 3-D printer emission-induced microvascular dysfunction studies. These researchers at WVU study tiny blood vessels, called arterioles, capillaries, and venules that are not visible to the naked eye. They have developed a novel microvascular model to determine how particulate matter impairs the vascular systems in such a manner that blood flow to tissues is greatly compromised. They have shown that pulmonary exposure to a variety of nanoparticles and ultrafine particles can decrease the responsiveness of coronary and systemic arterioles to dilators. Awarding this requirement to WVU will ensure consistency with research protocols, and the results will add to the data base created from the previous projects. This Procurement is for Commercial Items as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). The NAICS code for this action is 541715 and the small business size standard is 1000 employees. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. Responses must clearly show the capability to perform the work described in the attached draft Statement of Work. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
