- 1. Introduction/Purpose The Federal Aviation Administration (FAA) is conducting a Market Survey, requesting capability statements from vendors who can demonstrate their ability to provide and deliver to the William J Hughes Technical Center (WJHTC), Atlantic City, NJ, 100 grade Low Lead Aviation Gasoline (AVGas or 100LL) from a Fixed Based Operator. 2. Interested entities are reminded that “ (a)This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to this submission request; and (d)Any costs associated with this request is solely at the interested entity's expense. 3. North American Industry Classification System (NAICS) Code for this requirement is 488190 4. Submission and Qualifying Requirements Interested entities are requested to submit a capability statement in accordance with the following conditions: (a) Interested parties must be able to deliver to the FAA WJHTC, Atlantic City, NJ. (b)Interested parties must be registered in the System for Award Management under NAICS code 488190 (Other Support Activities for Air Transportation) (c)Interested parties are required to demonstrate their ability to comply with all local, state, and or federal regulations for storage, transportation, distribution, or disposal of fuels and or any spill cleanup materials that is applicable. (d) Interested parties must be capable of making quarterly deliveries of a minimum of 500 gallons and maximum of 1,000 gallons. (e) If a contract is awarded for this requirement, the awardee will be responsible for providing the FAA with a copy of a laboratory Certificates of Analysis (COA) conducted on the Low Lead Aviation Gasoline prior to each delivery. The COA will show results that are in conformance with the ASTM standard. Interested vendors are asked to confirm that they have the capability of providing the COA. (f) Interested parties must confirm they will provide AVGas at the current market average price per gallon as publicized on https://www.aopa.org/airports/about/fuelprices.html less any discounts specified, at the time of delivery. If a contract is awarded in the future, discounts must be specified and proposed as a percentage to be deducted from the market price. (g) Interested parties must complete the attached Business Declaration. 1.Response Requirements All responses must be received via email at Jeffrey.Young@faa.gov no later than 3 PM (EST) on June 14, 2018.
