Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. This is a SOURCES SOUGHT NOTICE to identify companies with the capacity, experience, and interest in competing for a Regional Base Operations Services (RBOS) requirement at several Government installations located in Maryland, Virginia and Washington, DC within a 100-mile radius of the Washington Navy Yard, Washington, DC. The NCR FSS Recurring Work services are summarily described as: Provide Base Operating Support (BOS) Services at several Government installations located in Maryland, Virginia and Washington, DC. Security clearances are required at some activities/sites and include the need for the Contractor to provide Security Escorts. The Recurring Work services are described as: Provide all labor, management, supervision, quality control, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform supply services, facility management, facility investment, janitorial, pest control, refuse and recycling collection, grounds maintenance, and snow removal. The supply services consist of logistics/warehouse support and furniture maintenance. The facility support services consist of Service Calls (to respond to emergent customer complaints), Preventative Maintenance (PM), Inspections, maintenance to building utility systems (boilers and chillers), after-hours service desk, seasonal HVAC start-up and shutdown, and other recurring services. Other recurring work includes but is not limited to Wet Chemical Fire Protection Systems (kitchens in several buildings), Clean Agent Fire Protection Systems, Fire Alarm Systems, Fire Suppression, Direct Digital Control (DDC) programming and maintenance HVAC Systems, Oil Water Separators, VTE, Cranes, Grease Traps, Drop Inlet Filters; Light Blub Replacements, Exhaust Hoods, Ducts and Associated Equipment; and Dryer Vent Systems. The NAICS code is 561210 for Facility Support Services. Non-Recurring work (IDIQ) examples are task orders for labor and materials for repairs in excess of service call limits, or pre-priced line items purchased by Government Purchase Card (GPC). Below is a list of locations: Public Works Department - Washington (PWD Wash) including: Arlington Service Center (ASC), Arlington, VA Washington Navy Yard (WNY), Washington DC Naval Research Laboratory (NRL), Washington DC United States Marine Corps Barracks, 7th and L Streets SE, Washington DC, United States Marine Corps Barracks, 8th and I Streets SE Washington, DC National Maritime Intelligence Center (NMIC), Suitland, MD United States Naval Observatory (USNO), Washington DC Naval Surface Warfare Center Carderock (NSWC), Carderock, MD Public Works Department - South Potomac including: Naval Explosive Ordnance Disposal Technology Division, at Stump Neck, Indian Head, MD Naval Support Facility Dahlgren, King George, VA Naval Support Facility Indian Head, Indian Head, MD Public Works Department “ Joint Base Anacostia Bolling (JBAB) including: Joint Base Anacostia Bolling, Washington DC Defense Intelligence Analysis Center, JBAB, Washington DC Navy Systems Management Activity, Washington, DC Intelligence Analysis Facility (JUIAF) at Rivanna Station near Charlottesville VA The work is anticipated to be accomplished under a facility support Indefinite-Quantity type contract that emphasizes preventative maintenance with firm-fixed priced Contract Line Item Numbers (CLINs) that are comprised of Recurring Work and Non-Recurring Work Items. The contract term will be for one (1) base period and four (4) option years. Only the Recurring Work portion of the contract will offer a minimum guarantee for the base period. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace services that are a portion of existing Base Operating Support contract(s) with a current annual value of $20 million (Recurring Work) and an estimated value of $8 million (Non-Recurring Work) for the most recent option year. Information about the current contract(s) and the incumbent contractor(s) (e.g., firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation package is anticipated to be issued in 2018 for potential award in 2019. The NAICS code is 561210, Facility Support Services.
