Description
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a delivery order for a Foreign Military Sales requirement for the Country of Kuwait under N00019-16-G-0005 to General Electric (CAGE 99207) of 1000 Western Ave., Lynn, Massachusetts 01905-2655 for the procurement of critical spare engine parts to support Kuwait Air Force F/A-18E/F aircraft F414-GE-400 engines during Flight Testing and Pilot Training. These required spares will be used for Pack Up Kits to support flight operations for testing at China lake and Patuxent River. The spares will be procured on a sole source basis under NAICS 336412 (Aircraft Engine and Engine Parts Manufacturing), pursuant to the authority of FAR 6.302-1 "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." and more specifically 10 U.S.C. § 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements." General Electric is the sole designer, developer, manufacturer, and integrator of the F414-GE-400 aircraft engine and is the only source with the knowledge, expertise, facilities, and qualified personnel to accomplish this task. Subcontracting inquiries shall be directed directly to General Electric. This synopsis is for informational purposes only and is not a request for competitive proposals. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
