- Binder 47PE0218R0015 solicitation 1442 Combined Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 47PE0218R0015 and is issued as a Request of Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition. The General Services Administration (GSA) Southeast Sunbelt Region 4 intends to issue a RFP for Clerk of Courts Transaction Window/Secure Counter location of this project will be at U.S. Marshalls Service 401 N. Patterson Street Valdosta GA 31601. The Contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described herein. Contractor shall Design and construct a new a new wall in which the ballistic reception window will be installed. Total SF of wall is approx. 224 SF. The glazing shall include a transaction tray (at least 3" in depth) for securely passing documents through. Kevlar ballistic proof paneling, that meets UL Standard 752, Level III protection, must be installed in the new wall. Ballistic walls material shall extend from floor to slab. Period of Performance: 10 days Upon Notice to Proceed (NTP) This procurement is reserved as a 100% Small Business Set-Aside (SB), only qualified offerors may submit bids. The North American Industry Classification System (NAICS) code applicable to this requirement is 236220 -- Commercial and Institutional Building Construction with a Small Business Administration size standard of $36.5 Million. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** The solicitation is available for download and the proposal will be due on July 15, 2018, 04:30 PM EST. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of a FAR clause may be accessed electronically at http://www.acquisition.gov/far/ A pre-proposal conference/site visit will be noted within the solicitation. It is anticipated that a pre-proposal site visit will be scheduled for June 2018. Contractors are encouraged to attend the pre-proposal walk-through and to verify all existing conditions prior to proposing on the project. Failure to do so will not relieve the contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions.
